Shera-cremated-at-native-village * Detained-tortured-attacked-Shera-dead * * AGAIN Shera is attacked critical * The Punjab and Haryana High Court today slapped a penalty of Rs 1 lakh on the state of Punjab for illegally detaining a youth for a month and allegedly subjecting him to third-degree torture. A division bench headed by Chief Justice Mukul Mudgal today slapped the penalty after the abducted youth Shaminder Singh alias Shera was produced by the Punjab Police. Shaminder burst into tears when the Court inquired about the incident. Amicus curiae in the case, Advocate Anil Malhotra, stated that Shera’s silence manifested the atrocities he has been subjected to. Taking a strong view of this, the High Court directed the state to award an ad hoc compensation of Rs 1 lakh to kin of the victim. Talking to media persons outside the court, Shera alleged that the Punjab Police had planned to eliminate him and project his death as a police encounter. Sensing that he will be eliminated, Shera ran away from police custody. Shera alleged that Punjab Police wanted to implicate him in a case of waging war against the state and indulging in terrorist activities. Shera alleged that he was given third-degree torture and mercilessly thrashed for several days. “When I refused to admit involvement in any kind of terrorism activities, I heard the Punjab Police officers planning to eliminate me. I then decided to escape and I managed to do so,” Shera said. He added that Punjab Police wanted to associate him with a terrorist group Babbar Khalsa International (BKI). The development took place during the resumed hearing of a suo motu notice taken by Chief Justice Mukul Mudgal on a news item appearing in an English daily. The news item had highlighted the condition of the youth’s family. The police had taken the defence that Shera was an accused in three criminal cases and was an absconder. Salhotra said Bhai Ranjit Singh had vast knowledge of Sikh religion, but he was sidelined by the Badals for political aspirations. He said Parkash Singh Badal, who had elevated Ranjit Singh to the post of Akal Takht Jathedar had removed him from the post as he had refused to toe the line of the SAD chief. The former Jathedar on Sunday eulogised Sonia Gandhi for giving second chance to Dr Manmohan Singh to serve as Prime Minister. Meanwhile, Narain Singh, Shiromani of the Sikh Council International criticised Chief Minister Parkash Singh Badal for sitting in a chair at Akal Takht in front of Guru Granth Sahib. He said as per Maryada only those persons were allowed to sit in a chair who were physically unfit. He said Akal Takht Jathedar should summon Badal and impose “Tankhah” (religious punishment) on him.

SGPC executive committee member Karnail Singh Panjoli received memorandum from radical Sikh organisations today and said to place the matter in the meeting of the Shiromani Committee so that suitable memorial could be raised per resolution passed by the general house of the Shiromani Committee, during the presidentship of Bibi Jagir Kaur. However, it is learnt the SGPC is unlikely to build the memorial due to pressure from the Shiromani Akali Dal’s alliance partner the BJP. The memorandum was submitted by certain other radical Sikh organistions which undertook protest march from Dal Khala office to the SGPC complex, carrying placards of Sant Jarnail Singh Bhindranwale, Bhai Amrik Singh and Maj General Shahbeg Singh (retd) who were killed in Army action. The youths raised slogans against then Prime Minister Indira Gandhi. The march was undertaken under the banner of ‘Genocide Remembrance Parade’ carrying black flags during march to commemorate the 25th anniversary of Darbar Sahib attack. Slogans like ‘Cruel hands of India’, ‘Never forget 1984’, ‘India should bow its head in shame’ and ‘Death of Indian secularism’ along with photographs of damaged Akal Takht Sahib were also written on the placards. Boys and girls of the ‘Sikh Youth of Punjab’ led by its president Ranbir Singh were leading the procession wearing black T-shirts depicting photographs of Sant Bhindranwale. Family members of those killed in Operation Bluestar also took part of the procession. Dal Khalsa president H S Dhami said it was important to enact law to prevent such events. Stray apologies by the Prime Minister or the Congress president meant nothing, Dhami added Condemning the 1984 events, Damdami Taksal head Baba Harnam Singh, Dal Khalsa’ s Kanwarpal Singh and KAC convener Bhai Mohkam Singh said future of minorities in the country was at stake.
