'In India, Sikhs fear cops the most & Panjab shows highest police dread' IP Singh | TNN | Updated: Jun 12, 2018, 13:24 IST JALANDHAR: Sikhs have highest level of fear of police amongst the religious communities of India, according to a report on policing in the country. In state-wise analysis, Punjab has the highest incidence of "police fear." Religion-wise distribution of "police fear" analysed in the Status of Policing in India Report 2018 by Common Cause and the Centre for the Study of Developing Societies shows that 37% Sikhs were highly fearful of the police - over double the national average. The report says this "can have a possible connection to the particular history of Punjab in the last four decades." Upper class Sikhs are much more likely to be scared (42%) compared to upper class Hindus (14%) or upper class Muslims (9%). Discrimination by cops: Pb No. 13 on perception index Among Hindus, the upper castes are least fearful of police while Scheduled Tribes are most fearful. The report also highlighted that the likelihood of poor Sikhs being scared is higher — a trend repeated across all other religious groups. “A religion-wise distribution shows that Sikhs have the highest levels of fear, which turns out to be much higher than the national average. The statewise distribution shows the high incidence of this fear in Punjab. Given that a majority of the Sikh responses are coming from this state, it is the high fear levels in Punjab which are contributing to the high figures,” the report said. Punjab, according to the report, ranks last among the states on the Index of Police Fear and Himachal Pradesh tops the list, meaning Himachalis are the least fearful of being victims of police excesses. “The control and responsibility of the police falls under the state list and such a relative analysis tells us about the vastly differing perceptions the same institution inspires in different states, opening the space for deliberating and comparing different state policies of policing,” the report added. Tamil Nadu has highest acceptance of police brutality towards criminals, followed by Gujarat, the report found Interestingly, in Himachal Pradesh, highest number of respondents showed least acceptability of police violence, whereas Punjab figures among the states which showed high acceptability of police violence.   4. Reported Missing 25 Years Ago, Prof. Bhullar’s Father is Finally Declared Dead by Bathinda Court By Sikh24 Editors - May 31, 2017 BATHINDA. Punjab—A Bathinda based Court of Civil Judge Parsmeet Rishi has declared S. Balwant Singh Bhullar (father of political Sikh prisoner Prof. Devenderpal Singh Bhullar) dead after 25 years of his abduction by the Punjab police cops. The Court has declared him dead on the ground that no one was able to make any contact with him in the past 7 years. The Court has pronounced its decision after taking affidavits from Prof. Devenderpal Singh Bhullar and his brother Tejinderpal Singh Bhullar that they had no objection in declaring S. Balwant Singh Bhullar dead by the Court. As per eyewitness reports, S. Balwant Singh Bhullar was kidnapped by tge Bathinda police from his home in Dyalpura Bhaika on December 12, 1991. Amongst several eyewitnesses, Mukhtiar Singh had confessed that the police had picked up Prof. Bhullar’s father and later declared him as missing. It is pertinent to note here that Bibi Upkar Kaur (mother of Prof. Devenderpal Singh Bhullar) had moved a petition in Bathinda Court on January 14, 2013 against police officers for abducting and killing her husband. Prof. Bhullar’s father, uncle and a friend were abducted and subjected to ‘enforced disappearance’ in December 1991 by Punjab police cops led by ex-DGP Sumedh Saini. Meanwhile along with extrajudicial murder of his father, Prof. Devender Pal Singh Bhullar was sentenced to death in a case pertaining to a deadly attack on the president of India’s ‘anti-terrorist’ unit, Maninderjit Bitta. Bitta was employed by the Indian state to employ ruthless force on Sikh youth in Punjab. He was then targeted for his brutality by Sikh freedom fighters during the post 1984 period. Professor Bhullar was then unjustly arrested as a suspect in the attack, despite simply being an outspoken lecturer in Ludhiana. Since his incarceration, he has been confirmed medically as having dipped into a severe state of mental instability due to his treatment in prison. In June 2015, Prof. Bhullar was transferred to the Central Jail of Amritsar in Punjab by the government, under pressure of the Bapu Surat Singh hunger strike campaign to free illegally held Sikh prisoners. I dont know the context of this video and why the Indian punjab police is beating these villagers but it is quite clear to see by any civilised person what they are doing is against basic human rights and beating unarmed punjabi civilians. Abuse of power by the Indian state should not be tolerated by any Sikh

It frames innocent youths in false cases frequently which totally ruin their lives. As per the latest news, the notorious Police of Punjab have claimed to have arrested another Sikh youth named Ramandeep Singh Goldy terming him an alleged ‘terrorist’ of the Sikh freedom group, Khalistan Tiger Force (KTF). The police have called this arrest a major success in its focused drive against Sikhs. The police claimed the arrest of Ramandeep Singh Goldy was made at Chennai airport on the night of 5-6 November 2014 in the murder case of Rulda “Singh,” a terrorist with the right-wing Rashtriya Swayamsevak Sangh (RSS). It said as part of the ongoing exercise of tracking so-called “wanted militants” who were abroad, Ramandeep Singh Goldy was traced to Thailand. Condemning the police actions, representatives of Sikh organizations wordlwide have said that such actions by police officials are nothing but to woo anti-panthik forces and Indian intelligence agencies and to ensure their promotions.

Finding no justice but police and political pressure in the case even after a year and 24 hours after a court of inquiry handed over clean chit to two senior police officers, the mother of Jaspal Singh took the matter and chappals in her own hands and proceeded to deliver the justice”, YesPunjab.com has noted, in it’s news report. The MLA was hit with a chappal when he visited Jaspal Singh’s village Chor Sidhwan” YesPunjab report reads. “Babbehali had to face the wrath of the enraged mother of Jaspal Singh Gurdaspur for his alleged role in the case of killing of her son, who was shot dead during police firing on March 2, 2012 ,the day of Punjab Bandh. The Bandh was observed in support of Balwant Singh Rajoana”. “The family and the village folk have been critical of Babbehali’s role after the death of Jaspal Singh. A source said Babbehali had not visited the village since then”. The first chappal she flung on the MLA hit his vehicle but seething with anger and accusing him of his partisan role after her son’s death, Sarabjit Kaur flung the second one which hit Babbehali squarely in the face. Babbehali was then escorted to Sarpanch’s house as Sarabjit Kaur continued to vent her anger verbally. The MLA remained there for about half an hour and then left the village. The development was confirmed to YesPunjab.com by none other than Gurcharanjit Singh, the husband of Sarabjit Kaur and the father of late Jaspal Singh. The family and Sikh organisations have all along been accusing Babbehali of trying to cajole or pressurize the family to withdraw the case wherein police officers and lower rung cops were allegedly involved. It is pertinent to mention here that the Punjab government has dropped the charges against Punjab Police Service officers Varinder Pal Singh and Manpreet Singh in above case only yesterday. The above information was submitted by state of Punjab to the Punjab and Haryana high court on Wednesday. The court was informed that the inquiry conducted by retired additional district and sessions judge BC Gupta had concluded that the charges levelled against Varinder Pal Singh, then SSP at Gurdaspur, and Manpreet Singh, then deputy superintendent of police, Gurdaspur, were not found correct.   8. On Tuesday 18 March, Patiala Police arrested six Sikhs, claiming they were members of Babbar Khalsa International (BKI) and that they had uncovered a terror plot ahead of the coming elections. This kind of high drama is usually found in books and films, but Punjab Police really are a law unto themselves, when they spin such plots in which innocent men are framed and the lives of many are ruined. The six Sikhs have been identified as; Gurdeep Singh (Alampur), Amarjit Singh (Mirzapur), Jasvir Singh (Hulkan), Samardeep Singh (Gigemajra), Sucha Singh (Khudda Ali Sher) and Harjinder Singh (Burail). The judicial magistrate has granted the police six days of remand. Many of you will know that the ‘remand’ period is usually the time when the Police may inflict physical and emotional torture, as during this period the detainee, in effect, becomes ‘invisible’ – no visits from family or lawyers allowed until the police have finished their ‘questioning’. In what can only be described as pure fantasy, it is said the accused were plotting to target VIPs, including the controversial cult leader Piara Bhaniarawala, and to ‘strike terror’ in Punjab ahead of the polls. SHO Bikramjit Brar went as far as suggesting the group were in touch with various ‘terror modules’ settled abroad. He added, “Gurdeep Singh, Amarjit Singh and Jasvir Singh were presently on bail and had established liaison among themselves to revive terrorist activities in the state and had also motivated some persons with a criminal background to join their terrorist module”. It is with a heavy heart we tell our readers, that one of those arrested, Amarjit Singh, is the father of 9 year old Harneet who last year with the tremendous support of the Sangat, underwent a major operation for the treatment of cancer in her leg. Harneet is Amarjit Singh and Davinder Kaur’s only child and they have been nursing her at home in this critical recovery period. SOPW have been supporting Amarjit Singh and his family, since he was serving a 5 year sentence for another case he had been framed in, when he learnt of his daughter’s serious condition. He came out on bail last year and was dedicating all his time and effort to help his precious daughter regain her health. Now, in a further twist of fate, Davinder Kaur has been left alone again, to cope with stress that Amarjit Singh’s arrest will bring. Talking about Amarjit Singh, SHO Brar said that “he is closely associated with many BKI activists and we are sure to get more leads from his questioning”. We are all aware what is meant by ‘police questioning’ and urge the Sangat to join us in praying for the Chardi Kalla of these Sikhs and to give them and their families, the strength to get through the difficult period ahead. The authenticity of these police claims is totally unfounded and come at a time when election fever is in full swing. The notorious Punjab Government has been widely reported to use drugs and alcohol to sway voters to their favour. Could it be that by promoting the fear of a return to violence in Punjab, followed by this public show of arrests, is being used to distract the voters of Punjab from the real issues. Corruption, drugs addiction, farmer suicide, electricity shortages and lack of economic development are among the many problems facing Punjabi’s, that the State Government at the very best chooses to ignore and in some cases, actually has a hand in promoting. In March 2012, eighteen year old University Student Jaspal Singh Sidhwan, was taking part in a peaceful sit down protest against Shiv Sena activists who had removed and defiled another students dastaar. Whilst they were reciting "Satnam Waheguru" jaap, Punjab police opened fire at the young unarmed students, resulting in Ranjit Singh sustaining a serious injury and in the death of Shaheed Jaspal Singh. Shaheed Jaspal Singh's parents have been fighting a long and hard battle for almost two years to get justice for their only son's death, in cold blooded murder at the hands of the brutal police force. Sikhs around the world watched in horror as the scene was shown on TV channels but the authorities in Punjab failed to take any appropriate action. The family have carried the unbearable pain of their loss while the Police denied any wrongdoing. Today in the case hearing, according to senior advocate Navkiran Singh, the court heard that the Punjab Police had finally admitted that their bullet did indeed kill Jaspal Singh Sidhwan. PK Jaiswar Tribune News Service Bal Khurd (Amritsar), August 4 A day after the police-residents clash at Kathunangal in the Majitha constituency, another clash erupted between police personnel and residents of Bal Khurd village, located on the Amritsar- Fatehgarh Churian road, this morning. The police had to use tear gas shells, fire into the air and resort to a lathi charge to disperse the unruly mob. Stones and bricks were thrown at the policemen. Avtar Singh, driver of a police bus, was reportedly injured. A police party headed by Sub-Inspector Mohan Singh was stopped by village residents. The policemen were asked to show their identification papers. The villagers alleged that there were sharp-edged weapons in the police vehicle. Some residents reportedly accused the police of being hand in glove with a gang of criminals active in the area. This led to an ugly argument and the village residents gheraoed the police team. They let the police team go on the intervention of senior police officers but did not allow them to take away their vehicle. The following morning, they blocked the Amritsar-Fatehgarh Churian road and a heavy police force was called in. As the residents saw a bus carrying policemen, they started throwing stones. The policemen had to fire into the air to disperse the crowd. As the policemen entered the village, residents standing on rooftops starting throwing bricks at them. Jasdeep Singh, Superintendent of Police (Amritsar- Rural) said the weapons found in the police vehicle had been confiscated. Instructions had been issued to all police teams to seize such weapons from those on theekri pehra. He said a case had been registered against unidentified persons for preventing the policemen from discharging their duty. Meanwhile, several persons have been booked for the attack on the police party at Kathunangal Khurd yesterday. An attempt to murder case has been registered on Deputy Superintendent of Police (DSP) Jugraj Singh's statement. The latter, an international hockey player, was injured in the attack.

  12. Punjab Haryana High Court dismissed the petition Monday July 8, 2013, Chandigarh: The Punjab & Haryana High Court today dismissed Sub-Inspector Surjit Singh’s petition. The petition anticipated threat to his own life and sought protection for him. The Court counter questioned Surjit Singh’s lawyer as to whether Sub-Inspector Surjit Singh had approached his seniors within the Police for protection, to which Surjit Singh’s lawyer stated they had no faith on the Police. The presiding Judge however was not convinced that Surjit Singh needed protection and dismissed the petition. Punjab Police Sub-Inspector Surjit Singh had recently created a sensation by making claims that he was involved in several encounters during 1993 and that several of those encounters were fake. Surjit Singh had sought direction of the High Court for protection from Punjab Police IG Paramjit Singh Gill and Ranjit Singh Hundal, SSP, Tarn Taran. The petitioner had stated that he had actively participated in four encounters first. In these encounters Sheetal Mattewal, Deputy Chief of Dashmesh Regiment of Khalistan and seven others were killed. Mattewal’s encounter was real but later, his wife Narinder Kaur and two brothers were picked up and killed extra judiciously, the petition stated. He has also given a list of 16 other encounters, which according to his petition were fake and several persons were killed under the supervision of Paramjit Singh Gill, the then Senior Superintendent of Police, Amritsar, who has been promoted to the post of Inspector General of Police and is presently posted as Commissioner of Police, Ludhiana. SI Surjit Singh’s laywer RS Bains has said that they will be approaching a higher court.

  15. Jaspal Singh, an 18 year old Sikh Boy, was an Engineering Student and was killed by Punjab Police, while he was peacefully protesting against hanging of Bhai Balwant Singh Rajoana. In a related video on what is going on in Punjab, one can clearly see bunch of Punjab Policemen brutally beating and firing gun shots at unarmed Sikh youth who are running away to save their lives. And what is more appalling is that these Police Officers are themselves turbaned, and so at the least they look Sikh. So that leads me to the question - Why was an 18 year old Sikh Engineering Student shot dead by State Police, while he was clearly unarmed and was peacefully protesting? In an oppressive regime, there are broadly 2 ways in which a minority can survive. For the ease of understanding, let us classify the people belonging to the minority faith into Type 1 and Type 2 people. Type 1 people wake up every morning, and then make an effort to prove their allegiance to the Majority led State Establishment in every possible way. A simple example would be to sit in the middle of your friends, and crack jokes at your community, and show them that even though I am a Sikh and look different, but I am a harmless, spineless creature and hence, you don’t need to fear me. In return, these people are rewarded by the State, sometimes even offered leadership positions in the Government. Case in point is Indian Prime Minister Manmohan Singh, who has proved that he is the weakest Prime Minister that India has ever had. I can go on and on about Manmohan, but that would be digressing from the point. Type 1 people come in all shapes and sizes. Sometimes, these people in their urgent and desperate need to appease the majority would commit the most heinous atrocities on people belonging to their own faith. The name of Prakash Singh Badal, the Punjab Chief Minister immediately comes to my mind. Other names include the so-called Butcher of Punjab, the super cop – KPS Gill and ex-Chief Minister of Punjab Beant Singh. It is not surprising that whenever Badal is in position, even peacefully protesting Sikhs are attacked and murdered ruthlessly in broad day light. This phenomenon is not new. Two Sikh boys were killed on March 29, 2012; however in the past also, 13 peacefully protesting Sikhs were shot dead in 1978, during Badal’s regime. How Badal protected the murderer of 1978 Sikh victims would be a topic of another discussion. One of the video very clearly shows the Punjab Police chasing and attacking peacefully gathered Sikh youth. They are firing as if they are at war, at war with the Civilian Sikhs, who are all hiding and running away for their lives. On their return, these so called police officers are hugged and cheered by the Shiv Sainiks, who are shouting slogans and chanting “Har Har Mahadev”; and hence these Type 1 Sikhs feel comforted by the precious approval of Shiv Sena that they have attained by attacking and firing gun shots at unarmed protestors. For me, the face of Type 2 Sikhs is people like Bhai Balwant Singh Rajoana, as well as the people who are protesting to show solidarity with him. Such people would rather die than accept an oppressive regime, where the mass-murderers of Sikhs are protected and rewarded, while innocent Sikh civilians are killed in a State Sponsored Genocide. For me, the face of the Type 2 Sikhs is a young boy shown in one of the videos. This boy is clearly unarmed, but he is not even running away or hiding for protection, when the policemen attack him. He is just standing their quietly and taking pride in being beaten brutally by the Police Officers because he does not expect anything else but gross injustice from the Indian Justice System. These Type 2 Sikhs are not irrational or stupid; instead they just want to live with their head held high. They demand justice. They want to see the perpetrators of 1984 genocide convicted and punished. They want to see the people who killed thousands of innocents in Punjab during 1990’s through fake encounters and illegal abductions being punished; and until that happen there cannot be any sustainable peace.

According to Veer Singh’s family, their son was arrested and taken into custody for questioning by Inspector Rajesh Sunehi and 20 others on the afternoon of the 8th. The family claimed that they received no news of his whereabouts until the morning of the 9th when an unknown individual named ‘Mangat Singh’ dropped Veer Singh’s corpse off at the Barnala civil hospital. Responding to the family’s allegations that Veer Singh was tortured and killed in police custody, Inspector Sunehi plead ignorance. According to the police, the 17 year old youth was taken to a railway station and released the same night of his arrest and suspicious death. The court appointed magistrate, Jaswant Rai has since taken statements from all parties involved and said that appropriate action would be taken once results from the postmortem report are made public. The Punjab Police, notorious for it’s human rights violations, was responsible for using brutal methods to crush the Sikh Independence Movement in the 80’s and early 90’s. According to Amnesty International, “thousands of ‘disappearances‘ or extrajudicial executions were allegedly carried out by the police as part of a deliberate policy to eliminate armed opposition groups as well as their supporters.” Despite the end of militancy, extrajudicial executions and disappearances have not stopped in Punjab. The examples of Shaminder Singh Shera and Sohan Singh who were tortured and killed in police custody in 2011 are ample evidence of this fact. Reacting to the allegations of custodial murder, Moninder Singh, spokesperson of the CSC, demanded that an independent investigation take place to apprehend Veer Singh’s murderers and punish them accordingly. He went on to say that, “corruption, a lack of accountability, and discriminatory policies and tendencies against minorities breed a culture of impunity within India’s security forces. It is this culture that encourages police officers to torture and kill innocent people.”
