It doesn't mean they can do whatever they want, but no, they are not Sikhs, so I would recommend that you not base what you do on their actions.

During the day, before sunset.. I think the Sangat has clarified it enough, nahi? Just don't do it after the sun has gone down. That's all. I wouls suppose this meant to start it only once the sun has arisen. Indeed, I would also assume this means that you should start it early enough that you are done before the sun has set. :TH:
