It appears that an atmosphere of fear is being created again by the Punjab Police as Punjab is approaches elections..

Below are given the two versions of reported arrests of three alleged Sikh "terrorists". It is the version supplied by the PTI as published in Hindustan Times and other national newspapers that rest of India and the world community will read. The rest of India, perhaps, would be cheering the actions of Punjab Police.

However, after reading what is reported in the Punjab Newsline (an online magazine with a very small readership), one gets the impression that a case is being fabricated against these individuals. It is the version reported in the Hindustan Times that will stick in the minds of people of rest of India. The people of Punjab will keep wondering when will the mainline newspapers start to publish the balanced versions about what Punjab Police has been up to.

Punjab police comes under scanner in arrest of Sikh militants

Punjab Newsline Network

Monday, 25 December 2006

JALANDHAR: The role of Punjab police has came under scanner in the case of arrest of three Sikh militants and recovery of RDX and ammunition from their possession. They were reportedly picked up on Saturday from the hosue of former Akal Takht Jathedar Bhai Jasbir Singh Rode and shown to be arrested on Sunday.

Jalandhar SSP Naunihal Singh has claimed that they were planning to disrupt next year's assembly elections in Punjab. The arrested militants included Paramjit Singh Dhaddi a UK citizen. Initial reports had said that Dhadhi was intercepted by Ropar police near Chamkaur Sahib while he was travelling with Rode in a car and was later handed over to Jalandhar police.

A huge cache of explosives, arms and ammunition including 11 kg of RDX, 11 detonators, four hand grenades, 11 timer devices, two pistols with four magazines, 100 live cartridges, a walkie-talkie set was seized from the arrested persons of - International Sikh Youth Federation (ISYF-rode) group, Naunihal Singh told reporters.

The arms and other things had been smuggled into the country recently and were to be used for carrying out disruptive activities in the state in the coming days in the wake of the forthcoming assembly election, Singh, who took charge as Jalandhar SSP two days ago, said.

Acting on a tip-off that some members of ISYF, who were carrying explosives, arms and ammunition, were moving in the district, a Special Police Operation was planned and Jaswinder Singh (23), a resident of Moga was arrested from the Chhotti Baradari area of the city and two kg of RDX, one hand grenade were recovered from him, he said.

Amolak Singh (52), a resident of Jargaon, was arrested from a different locality about three kg RDX, a hand grenade, three detonators and 50 catridges were seized.

On the revelation made by both the arrested persons, a third accomplice Paramjit Singh

Dhaddi alias Punjab Singh (54) was arrested and six kg RDX along with other ammunition was seized from him, Singh said. Police has claimed that ammunition was recovered from farm straw heap in Dhadhi's farm in village Gakhlan. The village Sarpanch Surinder Singh has however denied that police has made any recovery from the farm house.

To a query on the trio's association with former Akal Takhat Jathedar Jasbir Singh rode, Singh said his role was being probed. The police had let off Rode after initial investigation.

punjab.jpgSikh Militants or Political Mileage?

An atmosphere of fear is being created again by the Punjab Police as Punjab is approaching the upcoming elections. The role of Punjab police has came under scanner in the case of arrest of three alleged Sikh militants and an alleged recovery of RDX and ammunition.

Jalandhar SSP Naunihal "Singh" gave as much conjecture as he possibly could, alleging Paramjit Singh Dhaddi (a UK citizen on vacation) was some sort of mastermind militant who was planning to disrupt next year's assembly elections in Punjab.

The discovery of a cache of explosives and arms is hardly suprising since the Punjab Police are notorious for staging arms discoveries, orchestrating arrests of alleged militants, faking encounters with alleged militants who turn out to be innocent civilians slain by the Police for no other reason than appearing to be a baptised Sikh. The Punjab Police have large supplies of arms and explosives left over from the militancy period which they previously supplied to Police Cats (militants turned informants) to kill innocent members of the Sikh community in State Sponsored terrorism.

Neither can anyone deny the sheer scale of corruption in the Punjab Police and political parties have all too often taken advantage of this. Also, the timing of this could not be better for Shiromani Akali Dal (Badal) and BJP alliance weakened by recent negative publicity and lost support.

The Police claimed that ammunition was recovered from a farm straw heap in Dhadhi's farm in village Gakhlan. The village Sarpanch Surinder Singh has however denied that police has made any recovery from the farm house. Back in the UK, the Sikh community is outraged by this fake arms discovery and are seeking his immediate release.

Jaswinder Singh (23), a resident of Moga was arrested from the Chhotti Baradari area of the city. Amolak Singh (52), a resident of Jargaon, was arrested from a different locality.

No sooner had the Punjab Police "stage-managed" the incident that the Indian Press went to print ranting and raving about terrorism. Then came the inevitable Political mileage which was to be gained and many say was the primary aim of this stunt. Low and behold up stepped former Union Minister and senior BJP leader Arun Jaitley to demand a CBI probe into the recent seizure of arms.

Paramjit Singh has been wrongly accused by the Punjab Police in the past and is again being used as a pawn in a political game. The Sikh community is outraged at reports that he is being tortured and mistreated at the hands of Police and Security officials.

The Lawyers for Human Rights International (LHRI) naturally have written to the British High Commissioner, Mr Michael Arthur, to seek the release of Paramjit Singh Dhaddi, who has been accused by the Punjab Police.

The president of the LHRI, Mr A.S. Chahal, addressing a press conference, said Dhaddi was a British citizen and “falsely implicated by the Punjab Police”.

He stated that the police had registered two cases against him earlier in which he was acquitted by the court. “He is a victim of false implication at the hands of the Punjab Police in the past and even now. The police has no regard for law and human rights”.

Mr Chahal said media reports clearly indicated that Paramjit Singh was falsely implicated. He refused to comment on a question if the case was politically motivated saying, “We want to secure his human rights and the police has no right to register cases acting on political considerations. We are also seeking punishment for those police personnel who have carried out the act”.

Paramjit Singh Exposes Dirty Politics and Police Torture

In the last few days we have witnessed Indian politics and police corruption at its worst. With the Panjab Assembly elections fast approaching dirty politics and dishonest police officers have once again been exposed.

Parmjit Singh a UK citizen was arrested on the 23 December 2006 and is one of three innocent victims who has revealed through his treatment the level of police corruption and brutality. He is the latest innocent victim of abuse of political power and police torture carried out at the behest of political pay masters worried about their future.

torture3.jpg

The three Sikhs being held are Parmjit Singh, Amolak Singh and Jasvinder Singh. The three victims have committed no crime and are being held on fabricated charges of processing explosives. All three Sikhs had their articles of faith removed, were stripped naked and tortured. It is clear the police have been using torture to coerce the three Sikhs to sign confessional statements under duress.

torture2.jpg

On the 24 December 2006 all three Sikhs were presented in court by the police, the police failed in presenting the Sikhs within the allocated 24 hour limit to get police remand and the judge questioned why due process had not been followed. The police applied for a 14 day police remand, but the judge only granted remand for four days until the 28 December 2006. Eye witnesses who were present in court said it was clear to see the deterioration in health of the Sikhs and that they had undoubtedly been tortured.

Initially the Punjab Police denied that they had detained Paramjit Singh but later admitted that they had. The British Embassy wished to speak to Paramjit Singh, but have to date been denied access to him. On the 25 December 2006 a representative from the British Consulate was refused a visit to meet and see Parmjit Singh. The Sikhs have been denied basic rights. Amolak Singh suffers from blood pressure and has been refused his medicine, Parmjit Singh is an allergy sufferer who has also been refused his medication.

For Parmjit Singh this is the repeat of a nightmare. He was a victim before, when he was imprisoned in India for 3 months, but was subsequently cleared of all charges that were shown to be false.

The media has already highlighted glaring deficiencies in the police claims. For example, the Indian Express reported that that the police stated they found explosives from a mound of hay near Parmjit Singh's native village of Gakhal near Jalandhar. But a visit to Gakhal revealed a different reality. None of the villagers, including Sarpanch Surinder Singh, were aware of any police operation in the area. Various other villagers who work opposite where the police claim to have found explosives corroborated that no police had come to dig up arms and explosives.

A spokesman for Khalsa Human Rights said: 'It is clear the charges have been fabricated due to political reasons and given the lack of evidence are trying to obtain confessional statements through torture. All three Sikhs are innocent and should be released without further delay.

the one basic problem with Human Rights in Punjab is that the Punjab & Haryana High Court and lower courts are highly corrupt. Can't trust them to deliver justice.

The centre on the other hand seems to have left Punjab alone to its state level politicians because they are afraid of touching it with a bargepole for some reason.

Then there are also many troublemakers.
