And if he is, why don't they arrest him?

He's a bad person,

He used to kill young sikhs for money in the 1984's times,

He is the one who gave the orders to kill many sikhs in delhi during the delhi roits 1984. He was heading the mob. Witnesses saw him and others having lists of houses where sikhs lived so that they could finish them.
