Hi ... to gain stats look into african countries where human right volations are generally reported ... (we dont hear much about them happening in the west, so developing countries is where you need start looking) plus looking into ethnic minorites cleansing - nigeria etc will help form a comparison. ie if one is against the UN ruling on Prevention and Punishment of the Crime of Genocide' then the other will stand up ... in principle

not sure however if its a good idea to be questioning your title - riots. You maybe spreading yourself thinly ... in debateing two things .. dont get them confused may be ask your tutor (who's marking) for steer. Say you personally feel its genocide (if tis is the case) but its labeled as Anti sikh riots.

or is it that in the beginig your going to say something along the lines that it has been labeled as anti sikh riots and give supporting evidence to why its actually sikh genocide - but again get steer fromm your tutor - he/shes marking.

Look into the latest cases - US court summons Congress for Sikh 'genocide' in 1984- http://articles.economictimes.indiatimes.com/2011-03-03/news/28650670_1_gurpatwant-singh-pannun-anti-sikh-riots-sfj

wiki pedia (i know) India

In the 1970s, during the Indian Emergency, thousands of Sikhs campaigning for autonomous government were imprisoned.[306] In 1984, during an Indian Army assault called Operation Bluestar, thousands of innocent Sikhs were killed in the Golden Temple and the Sikh Reference Library was burned.[306] After the October 1984 Assassination of Indira Gandhi, thousands of Sikhs were killed in the 1984 Anti-Sikh Riots by Indian National Congress mobs [306] The 1984 Anti-Sikh riots have been identified as a genocide because of the mobs' targeting behavior.[307]----

looking into the UN resolution a bit i noticed

Article 2 of the Convention defines genocide as

...any of the following acts committed with intent to destroy, in whole or in part, a national, ethnical, racial or religious group, as such:

(a) Killing members of the group;

(b) Causing serious bodily or mental harm to members of the group;

© Deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part;

(d) Imposing measures intended to prevent births within the group;

(e) Forcibly transferring children of the group to another group.

— Convention on the Prevention and Punishment of the Crime of Genocide, Article 2[3]

Article 3 defines the crimes that can be punished under the convention:

(a) Genocide;

(b) Conspiracy to commit genocide;

© Direct and public incitement to commit genocide;

(d) Attempt to commit genocide;

(e) Complicity in genocide.

i could find supporting evidence for all the above punishable crimes bu a good lawyer will understand and predict the other sides argument

sorry if no help just my 1p worth
