ਪਾਰਲੀਮੈਂਟਰੀ ਗਰੁੱਪ ਫਾਰ ਬ੍ਰਿਟਿਸ਼ ਸਿੱਖ ਦੀ ਸਲਾਨਾ ਮੀਟਿੰਗ 'ਚ ਮਤਾ ਪਾਸ

ਲੰਡਨ, 12 ਜੁਲਾਈ (ਮਨਪ੍ਰੀਤ ਸਿੰਘ ਬੱਧਨੀ ਕਲਾਂ)-ਆਲ ਪਾਰਟੀ ਪਾਰਲੀਮੈਂਟਰੀ ਗਰੁੱਪ ਫਾਰ ਬ੍ਰਿਟਿਸ਼ ਸਿੱਖ ਸਾਲਾਨਾ ਮੀਟਿੰਗ ਮੌਕੇ ਸਿੱਖ ਮਸਲਿਆਂ ਬਾਰੇ ਇਕ ਭਖਵੀਂ ਬਹਿਸ ਤੋਂ ਬਾਅਦ ਸਰਬ ਸੰਮਤੀ ਨਾਲ ਮਤਾ ਪਾਸ ਕੀਤਾ ਗਿਆ ਹੈ ਕਿ ਸਿੱਖ ਮਸਲਿਆਂ ਸਬੰਧੀ ਆਵਾਜ਼ ਨੂੰ ਬਰਤਾਨਵੀ ਪਾਰਲੀਮੈਂਟ ਵਿਚ ਬੁਲੰਦ ਕੀਤਾ ਜਾਵੇਗਾ ਅਤੇ ਇਨ੍ਹਾਂ ਬਾਰੇ ਪਾਰਲੀਮੈਂਟ ਵਿਚ ਖੁੱਲ੍ਹੀ ਬਹਿਸ ਕਰਵਾਈ ਜਾਵੇਗੀ। ਸਿੱਖ ਫੈਡਰੇਸ਼ਨ ਯੂ ਕੇ ਦੀ ਲੰਗੇ ਵਰ੍ਹਿਆਂ ਦੀ ਜਦੋ ਜਹਿਦ ਬਾਅਦ ਸੰਸਦ ਮੈਂਬਰਾਂ ਦਾ ਇਹ ਗਰੁੱਪ ਵਰ੍ਹੇ 2005 'ਚ ਹੋਂਦ ਵਿਚ ਆਇਆ ਸੀ। ਮੀਟਿੰਗ ਵਿਚ ਸੰਸਦ ਮੈਂਬਰ ਫੈਬੀਅਨ ਹੈਮਲਟਨ ਨੂੰ ਮੁੜ ਗਰੁੱਪ ਦਾ ਚੇਅਰਪਰਸਨ ਬਣਾਇਆ ਗਿਆ ਹੈ। ਸਿੱਖ ਫੈਡਰੇਸ਼ਨ ਯੂ ਕੇ ਦੇ ਪ੍ਰਤੀਨਿਧ ਅਤੇ ਸਿੱਖ ਕੌਂਸਲ ਯੂ ਕੇ ਦੇ ਸਕੱਤਰ ਸ: ਦਬਿੰਦਰਜੀਤ ਸਿੰਘ ਨੇ ਕਿਹਾ ਹੈ ਕਿ ਸਾਡਾ ਮੁੱਖ ਮਕਸਦ 100 ਤੋਂ ਵੱਧ ਸੰਸਦ ਮੈਂਬਰਾਂ ਨੂੰ ਅਗਲੇ 12 ਮਹੀਨਿਆਂ ਵਿਚ ਨਾਲ ਜੋੜਨਾ ਹੈ। ਸੁਖਵਿੰਦਰ ਸਿੰਘ ਸਹਾਇਕ ਸਕੱਤਰ ਸਿੱਖ ਕੌਂਸਲ ਨੇ ਅਗਲੇ 12 ਮਹੀਨਿਆ ਦੇ ਪ੍ਰੋਗਰਾਮ ਦੀ ਜਾਣਕਾਰੀ ਦਿੱਤੀ। ਸ: ਦਬਿੰਦਰਜੀਤ ਸਿੰਘ ਨੇ ਜਾਣਕਾਰੀ ਦਿੰਦਿਆਂ ਕਿਹਾ ਕਿ ਮੀਟਿੰਗ ਵਿਚ ਹਾਜ਼ਰ ਸੰਸਦ ਮੈਂਬਰਾਂ ਨੇ ਸਹਿਮਤੀ ਪ੍ਰਗਟਾਈ ਹੈ ਕਿ ਜਲਦੀ ਹੀ ਸੰਸਦ ਵਿਚ ਸਿੱਖ ਭਾਈਚਾਰੇ ਸਬੰਧੀ 90 ਮਿੰਟ ਦੀ ਬਹਿਸ ਕਰਵਾਈ ਜਾਵੇਗੀ, ਜਿਸ ਵਿਚ ਸਿੱਖ ਭਾਈਚਾਰੇ ਦੀਆਂ ਪ੍ਰਾਪਤੀਆਂ ਦੇ ਨਾਲ-ਨਾਲ, ਯੂਰਪੀਅਨ ਯੂਨੀਅਨ ਵਿਚ ਆ ਰਹੀਆਂ ਮੁਸ਼ਕਿਲਾਂ ਦਸਤਾਰ, ਕ੍ਰਿਪਾਨ ਅਤੇ ਭਾਰਤ ਵਿਚ ਸਿੱਖਾਂ ਨਾਲ ਹੋਰ ਰਹੇ ਵਿਤਕਰੇ ਦੀ ਮਨੁੱਖੀ ਅਧਿਕਾਰਾਂ ਦੀ ਗੱਲ ਵੀ ਹੋਵੇਗੀ। ਇਸ ਸਬੰਧੀ ਸੰਸਦ ਮੈਂਬਰ ਇਸ ਗੱਲ 'ਤੇ ਵੀ ਸਹਿਮਤ ਹੋਏ ਕਿ ਉਨ੍ਹਾਂ ਵੱਲੋਂ ਯੂਰਪੀਅਨ ਸੰਘ ਦੇ ਦਫਤਰ ਨਾਲ ਦਸਤਾਰ ਸਬੰਧੀ ਇਕ ਮੀਟਿੰਗ ਵੀ ਕੀਤੀ ਜਾਵੇਗੀ। ਇਸ ਮੌਕੇ ਜਗਦੀਸ਼ ਟਾਈਟਲਰ ਦਾ ਨਾਮ ਲੰਡਨ 2012 ਦੀਆਂ ਉਲੰਪਿਕ ਖੇਡਾਂ ਵਿਚ ਆਉਣ ਵਾਲੇ ਭਾਰਤੀ ਡੈਲੀਗੇਸ਼ਨ ਵਿਚੋਂ ਕੱਢ ਲੈਣ ਬਾਰੇ ਛਪੀਆਂ ਖ਼ਬਰਾਂ ਤੋਂ ਭਾਂਵੇਂ ਸ਼ੰਤੁਸ਼ਟੀ ਪ੍ਰਗਟਾਈ ਪਰ ਨਾਲ ਹੀ ਚਿਤਾਵਨੀ ਦਿੱਤੀ ਕਿ ਜੇ ਇਸ ਬਾਰੇ ਮੁੜ ਚਰਚਾ ਹੇੋਈ ਤਾਂ ਇੰਗਲੈਂਡ ਦੀਆਂ ਸਿੱਖ ਜਥੇਬੰਦੀਆਂ ਅਤੇ ਸਿੱਖ ਸੰਗਤਾਂ ਵੱਲੋਂ ਡਟਵਾਂ ਵਿਰੋਧ ਕੀਤਾ ਜਾਵੇਗਾ। ਇਸ ਮੌਕੇ ਸੰਸਦ ਮੈਂਬਰਾਂ ਤੋਂ ਇਲਾਵਾ ਜਸਪਾਲ ਸਿੰਘ ਅਨੰਦ, ਨਵਤੇਜ ਸਿੰਘ, ਪ੍ਰਮਿੰਦਰ ਸਿੰਘ, ਜਸਪਾਲ ਸਿੰਘ ਭੰਵਰਾ, ਗੁਰਿੰਦਰ ਸਿੰਘ ਅਤੇ ਪ੍ਰਮਜੀਤ ਕੌਰ ਆਦਿ ਵੀ ਸ਼ਾਮਿਲ ਸਨ।

Key points from the meeting in Parliament:

• Marked an important milestone when MPs belonging to the APPG were introduced to a full time worker that will support them from September 2012. The worker who is being funded by the Sikh Council UK will increase the profile and capacity of the APPG.
  

• The Annual General Meeting of the APPG elected the same officers with Fabian Hamilton MP continuing to chair the group.
  

• The aim is to strengthen the APPG by growing its membership to over 100 MPs in the next 12 months.
  

• A work programme for the APPG for the next 12-months will be agreed at the next meeting
  

• MPs belonging to the APPG agreed to put in for a 90-minute Adjournment Debate in Parliament that will not only celebrate the achievements of the Sikh community, but also the concerns of the Sikh community in how they are treated in other parts of Europe and form a human rights perspective in the Indian sub-continent’.
  

• MPs were updated on Jagdish Tytler’s withdrawal from the Indian delegation for the London 2012 Olympics and thanked for the letters they wrote to the Foreign Secretary and Home Secretary.
  

• MPs also agreed to set up a meeting in Brussels with Siim Kallas, the Commissioner for Transport, to discuss a European-wide solution to respect for the Sikh turban (dastaar).

So Tytler's not coming for the Olympics. What about KPS Gill?

Letters to UK MPs should still keep being sent until UK Foreign Office confirm the position of Tytler (and Gill). We should not rely on media reporting from India.

Tytler was named as part of the official delegation, whereas our understanding is for Gill it has been mere speculation due to his association with sport (hockey).

Letters will raise awareness of UK MPs and the longer term project of excluding Tytler, Gill and others on a permanent basis from the UK, Canada, USA etc. should be a realistic target.

Does the British High Commission have to officially check that a person has not been involved in human rights violations or other criminal acts before issuing a visa? I think Canada does this. Gill has been convicted of a sexual offence against Rupan Deol.
