Back when the Russian-Afghan campaign was ongoing Wahabbis made it a point of interest to attack the sentiments of local muslims by destroying historic and contemporaneous tombs. Regarding the masts the question here is, are those tombs even historically validated? Or are they just structures built by some con-men to con imbeciles? If they are of historic import than some educational, or archaeological body, should undertake to preserve them. Regarding the Jathedar of Akal-Takhat, blast me for my scepticism, but the most you will get out of him is a statement and that will be the end of the matter as far as he is concerned.

If these tombs are historically validated and declared authentic, than Islamic bodies should set up entities to care for them in the Punjab. Secondly if this is attributed to religious sentiments, then from my understanding Islamic decries grave worship. So such an uproar does not make any sense. I would say the RSS is not behind this (if it is behind anything at all) but some local miscreants caught up in the tide of fanaticism sweeping India. BJP has won the elections, and a certain portion of Muslims empathise with their brethren in neighbouring Pakistan. Maybe this is an amateur attempt at vengeance against Sikhs, who have continually preserved Indian statehood during military combat? Matters will probably be more aggravated by blaming Hindus who probably have nothing to do with this.

The agenda of Pakistan(ISI) is not to make Sikhs and Muslims fight one another, they would want them to be united against India. So if some local Muslim did this, he would want to make friends with Sikhs not annoy them by burning a Nishan Sahib.

This rosy picture of united minorities against India is not an exact reality. Muslims have more than enough reason to go after Sikhs even today. Most probably see us as being Hindus anyway. Divide and rule tactics are often used in a proxy war. From a military perspective, swift gains are required. After the '84 debacle, the ISI probably possesses reservations about interfering in Sikh-Indian affairs. Muslims on the other hand however are a guaranteed bloc, a majority of whom can be bent to do their bidding. Simranjeet Singh Maan might promulgate the idea of a buffer Khalistan between Pakistan and India, but most likely Pakistan does not agree with this notion. What's there to guarantee that Khalistan will not become another India? Thus, it would be far more easier to radicalise Islamic youth in Muslim dominated regions, and set them against the non-Muslims. A great excuse has already come their way. The ascension of Modi and the BJP to power.

Those pictures are not clear enough to establish anything. All they have to do is start the blame game and events will play out themselves.
