QuestionAnswer

But the Sikh partner may wish to make that promise to God and to their partner in that way, doesn't that matter? So by being married to a non sikh you are basically excluded from being able to make a promise on your own behalf to god that you will conduct your marriage in a spiritual way and that you will live your life as a husband/wife and in every other way as a Sikh?

Look, let me break it down for you, plain and simple. You ask these 2 what is their priority in life. If they say anything other than Sikhi, they can go and get married on the beach for all anyone cares. If its Sikhi which is their priority, then they wouldn't be having a non-Sikh spouse to begin with as they would want the seed of Sikhi to grow, develop and flourish in all their generations to come. If their priority is getting married to a good looking significant other, having lots of money, mansions, flashy cars, they can go and get married on an aircraft for that matter. Let them first decide what their priorities are.

I think we should go back to the old ages when only Amritdharis could marry at a Gurdwara and all the rest marry somewhere, by some other rites because Anand Karaj is you trying to follow the Guru and he's the center, you can slowly progress into Sikhi but don't get married in a Gurdwara if you can't live and die for Sikhi(Simple as that).

would people still get angry and try stopping a wedding between an atheist raised in a Sikh house an another Sikh raised in a Sikh house that doesn't follow sikhi??

No people would not get angry as I have discussed in this thread here that some gurdwaras promote matrimonial services for people that actually hate turbaned sikhs:
