India is supposedly a federal states model  but unfortunately it has corruption built in and putting non qualified 'Rajas' at the head of these will not correct that in fact make it easier to abuse the people.

Can't be worse than the corrupt (un)democratic system in India now. I also think Raja system fits more into dharmik and sikhi systems.

In this day and age Rajas are not of the calibre on a dharmic, rajneetic or military level  to be worthy of the sewa ..they are pampered hedonists with delusions of grandeur .

better to have janta organised into co-operative networks with leaders/panj nominated by merit of closeness to ideals of a leader as epitomised in Gurbani and gurmat .
