Pagh and dhari does not mean anything compared to what is inside. 

Look at the state when devi and devta were on earth.  They had hair uncut and Guru Sahib still kept his hair uncut and lead the Khalsa Panth.  The Muslims and Hindus wore turbans and their state was horrible.  But Guru Sahib still kept his hair uncut and tied a turban and lead the Khalsa Panth. This is the example Guru Sahib set and this is Sikhi.  

A mona cant be in the Punj Pyare so how can they tell others to keep hair uncut and take Amrit from Gurdwara stages?  Keeping hair uncut is a must and is a requirement and NOT the only requirement.

No not really. It don't seem right. A sikh representative and leader in the public eye should be a good sikh role model that inspires others to become better sikhs. How will a mona encourage and inspire others to keep their hair, wear pagh, aim for amrit etc  

On a bigger stage the representative should always be keshdhari

no, for the reasons mentioned above..

but imo the genuine interests of an individual can be proven by fully vetting and interviewing them, making judgement on their education, work experience and awareness of social and political issues etc. then conducting due diligence i.e. out-of-hours surveillance.
