Why congress creates nirankaris

Why did the congress create nirankaris/gurbachan? What was the actual motive was religious or political?  I dont think taksalis were considered a threat at that point by the congress? Not until 1978?  But obviously because of the punjabi subha movement and everything else the Congress had realised that sikhs aren't the sort to settle down and be quite with whatever rubbish is thrown at them.   

Was gurbachan nirankari sent as a distraction, or a way to alter sikhi. Iv read his deras had a lot of drugs and sex. 

And iv read the akalis and sgpc just sat there quite and didnt say anything. 

The modern day deras are like left overs of the nirankaris.

All these modern deras are set up by the government too    I dnt understand what the government gets out of these deras though?  These deras are super powerful.   Beas wala dera is very popular in doaba and peoples have donated miles and miles and miles of land to the dera        government must get some money out of these places? And in return the deras maybe promote the party and get the party votes?   

The amount of land these deras have is mad
