Grooming gang review kept secret as Home Office claims releasing findings ‘not in public interest’

Exclusive: Freedom of Information request refused so ministers have ‘safe space’ to discuss policy

The government is refusing to release official research on the characteristics of grooming gangs, claiming it is not in the “public interest”.

Survivors accused ministers of making “empty promises”, while a man who prosecuted abusers in Rochdale called for the Home Office to “show some courage and publish” its findings.

It comes after The Independent revealed that almost 19,000 suspected child sexual exploitation victims were identified by local authorities in just one year, sparking renewed calls for prevention efforts.

Sajid Javid promised the review as home secretary in July 2018, pledging that there would be “no no-go areas of inquiry”.

“I will not let cultural or political sensitivities get in the way of understanding the problem and doing something about it,” he said at the time.

“We know that in these recent high profile cases, where people convicted have been disproportionately from a Pakistani background.

“I’ve instructed my officials to explore the particular contexts and characteristics of these types of gangs.”

But the government has made no further announcements on the review following Mr Javid’s move to the Treasury last year. It has, however, said it will soon publish a national strategy that will set out a “whole system response to all forms of child sexual abuse”.

In December, The Independent was told that the work had been completed but would only be used for internal policy-making and would not be publicly released.

In response to a freedom of information (FOI) request asking for the research carried out and any reports drawn up as a result, the Home Office confirmed it held the information but would not release it.

In a letter to The Independent, officials said they had applied a “public interest test” but the information was exempt from the act because it concerned the development of government policy.

“One of the main purposes of the exemption is to protect the ‘safe space’ necessary for ministers and officials to consider policy options in private without risk of premature disclosure,” it added.

“Disclosure would risk pre-empting decisions still to be made by ministers. In addition, the information could be misleading if made public and used out of context.”

The Home Office’s FOI unit said the documents also included “operationally sensitive” information from police and could prejudice ongoing investigations.

The letter added: “We recognise that this topic in general and any insight and learning are matters of strong public interest, although it does not necessarily follow that it is in the public interest to disclose any specific information relating to it.”

Sammy Woodhouse, a Rotherham victim who helped expose the scandal, told The Independent she believed the research was going to be made public.

“I always got the impression they were going to do a full report and get something official,” she said.

“A lot of people were backing it, it’s ridiculous they’re not releasing it.

“We keep hearing ‘we’re going to do this and that’, and when it actually comes to it there’s nothing. It’s empty promises all the time.”

Another woman, who was also sexually abused by a grooming gang in Rotherham and wanted to remain anonymous, said she was “disappointed and frustrated” by the decision not to release the report.

“The government’s repeated failure to acknowledge the role of racism and religious bigotry in grooming gang crime has led to inadequate investigation, protection and prosecution,” she said.

“Prevention of future grooming gang crime can only come through counter-narrative sex and relationships education.”

The woman is campaigning for changes to hate crime guidance and the creation of a parliamentary committee to examine gender-based violence linked to faith and belief.

A former chief prosecutor who initiated charges against a grooming gang in Rochdale warned that far-right groups were using a “vacuum” of reliable information to spread their beliefs and gain support.

Nazir Afzal said he had been calling for formal research on potential links between ethnicity and street-based abuse since 2012.

“The misinformation and anecdote are exploited by white supremacists and others with an agenda,” he added.

“The sooner we have evidence, the sooner we can truly confront it. The Home Office should show some courage and publish.”

Mr Javid’s original pledge was in response to a letter from a cross-party group of politicians who called for the Home Office to undertake research into common patterns of behaviour and drivers of grooming gangs.

Sarah Champion, the Labour MP for Rotherham, was among the signatories and voiced hope at the time that the review would prevent abuse and protect children.

The Home Office has said it will soon publish a national strategy that will set out a “whole system response to all forms of child sexual abuse”.

A spokesperson for the government department said: “Child sexual abuse is a sickening crime and predators who abuse children will face the full force of the law.

“We’re pursuing work on a number of fronts to understand the characteristics of group-based offending and the contexts in which it occurs. This includes ongoing work commissioned by the previous home secretary and will inform future government policies on child sexual abuse.

“New sentencing laws will also ensure the most serious violent and sexual offenders spend time in prison that matches the severity of their crimes, protecting victims and giving the public confidence in the criminal justice system.”

Once you realise the Western establishment is populated by paedovores, it all begins to make sense. Islamic paedophilia is undoubtedly a problem, but it's a purposeful red herring that's deliberately given traction in order to draw the populace's attention from the degenerate and devilish tastes of our so-called masters. They have no intention of ever solving the Islamic grooming and rape problem because it keeps the heat off the true darkness at the heart of it all. It's also useful as a method of inculcating a deep hatred for Muzzies among a white population that is entering the very, very early stages of being empowered to fight back. It's a multifaceted, complex game that's being played.

Don't see the islamic pedo thing as separate from the white pedo thing. They were originally separate entities, but are now in a symbiotic love fest in the homeland of the english.

This is something worth watching, especially for the Canuck brothers:

It's separate in as much as it being a tool wielded by the Establishment for the purposes of publicly decrying sadistic acts of violence and sex against children, while much of the "machine" at the very summit of society indulgues in these acts themselves although for very different purposes.

Once you look into the historical and esoteric functions of these sick practices, it all begins to make sense. Don't get me wrong, it's a LOT to take in. I still find myself baulking at some of it, but I've realised I shouldn't use my personal morality as a barometer to judge the moral capability of those considered to be our so-called societal betters.

The occasional Islamic grooming gang thrown under the bus in that very public way is another media (or, more accurately, intelligence services) ploy. It's designed to achieve a few important things at different levels but on a simultaneous basis:

1) Placate certain groups in society in order to convince them that the justice system is fully functioning, and that those "paedo Muzzies" are being tracked and prosecuted for their crimes.

2) Stoke up festering resentment and hatred against Muslims. In this regard, Muslims don't make it easy on themselves, because a certain faction of their believers don't see anything objectionable with these types of acts. One might argue whether they act upon religious instruction when committing these acts or they just happen to belong to the religion, and they'd behave in much the same way regardless of whichever religion they belong to.

Other Muslims may silently object to the philosophical basis on which these acts are arguably endorsed by their scriptures, but they make a personal decision not to "kill the unbeliever" and partake in acts which dehumanise non-Muslims (a personal reformation, one might say)... at least until they're in a position when they aren't a minority.

3) Demoralise and mentally subjugate weaker individuals who have neither the will or the strength to act and respond to these crimes. A person becomes a victim of their own mentality, and sometimes from this group emerges a person or people who crack under the pressure and take matters into their own hands.

4) Similar to the above group, there's another type of person who sees the indisputable acts of these crimes, but unable to process the idea that maybe -- perhaps -- Islam isn't a good idea (which would suggest the mere thought is evil and discriminatory), they retreat into denial, because the alternative would mean questioning and ultimately destroying all the values and beliefs they've been indoctrinated into believing are the truth.  Most people aren't prepared to question and challenge everything they hold dear. It means starting from scratch, and that's too daunting a task for most. As more evidence emerges to lend support to that nagging voice in the back of their head that "something" is wrong, they silence that voice with the comforting notion that everything is fine, and eventually things will work themselves out.

Yet, all the while, the true elite of society are free to partake in much the same degenerate evil, knowing full well there's very little chance of their depraved escapdes ever making the front pages.

I don't think this is happening at all. Despite the token 'throwing under the bus'  establishment goray are generally covering up for the sullay nonces; whether this is to underplay their own historic incompetence and indifference, or to keep things quiet on a street level (it's probably a bit of both).

Well, just what is in that report that is so 'sensitive' that us mere mortals are not allowed to see it? Maybe it just confirms what a lot of us have been saying about a certain community for decades now?

Not in the mainstream. I'm seeing it underground; the very, very, very early beginnings of a movement. You won't see it broadcast or even talked about, but it's definitely there. We won't see it out in the open for another 20 years broadly speaking, and dependent on things like accelerationism or other issues.

    • So I wrote this thread out a few years ago, And Im going through the same same thing again, In the end I did email her it was an embarassing mess. This is how it started 5 years a go, I had a dream about her and when I woke up the first thing I said was Waheguru, I didnt feel right in my heart or my head, felt like there was somehing pulling me or not letting me sit still. Then I had another 4 dreams one day after the next. After a while I did email her, it was embaressing, a complete mess, I cant describe to you how bad it was.  I didnt tell her about the dreams it sounded weird like I was losing my mind, tbh it probably still came across like that.   In the end I knew something was not right with me, And I got up and went to India, to matha tekh at the Gurudwara, I went to see Mahapuhrsh[SP]. I showed them a photo of her, and to keep it simple they told me she didnt have a good heart. But when I saw them it felt like a huge weight was being lifted off me.  It took me about 2 years to sort of get myself back to how I was. At the time I was under a lot of pressure because I was buying a business and I had 30 day completion, and I was really stressed out, I think I had or was on the verge of a mental breakdown. Anyway time passed and then last year my dad died, he was 59 and just went instantly, spent the day with him at work, and he went home my mum was getting him food and by the time she went to tell him his food was ready he had passed away. I have found coming to terms with this very hard, I feel like he was stolen away from us. I dont understand what need there was for him to go. I know he was fed up, the world had drunk enough of his blood.  Anyway way last Friday I woke up again after having a dream about her, And again I been typing out emails, Ive deleted them because I dont want to do another round of doing my besthi. I am buying a house at the moment so I can move mum closer to me as I need to take care of her now. I am feeling the pressure, Im the only man left in my family now. I feel like its all on me, and Im going to <banned word filter activated> up everything my dad made. Basically I think somone has done something to me. I know I probably sound like Im losing my mind, and I probably am. But Im closer to the end than I am to the beginning, there not enough time left to keep making mistakes and recovering from them. I keep saying to God just tell me what you want and Ill give it to you, what ever it is I dont mind, what ever you want I will happily give to you. cant believe he wants me to commit a sin, or do something I know I shouldnt be doing.
    • So we find out who killed Hardeep Singh Nijjar. What we are going to do about it?  Me personally I try to avoid the whole Khalistan fiasco since religion and politics get mixed. That's a messy situation to be in.
    • *bump I firmly believe that one quote in regards to cannabis is not written by Guru Nanak Dev Ji (O'lord the fear of thee). B/c nasha is nasha. But cannabis is a bit a different since it was used for medicinal purposes in India also.
    • I feel gurdwaras are maybe somewhat getting back to their functions as dharmsalas containing schools and learning centres. With panjabi schools, gurmat classes, santhiya, martial arts, keertan training, with sikhi camps occasionally in towns, there is somewhat some functions connected to traditional gurdwaras of the past.
