Hukam vs Not-Hukam

I'v read that everything is hukkam, nothing is beyond his hukkam. But for example, sometimes when your watching tv or other things etc you randomly get a "feeling" to do simran or read a particular bani. You then either act on it and start doing simran or read the bani, or you ignore it, i ignore it a lot of the time simply out of laziness or because what I'm doing is more "entertaining". So which of these is hukkam ? is that random feeling a hukkam? or is me ignoring it a hukkam as well? because apparently everything is hukkam? its a bit of a contradiction ...     If we get closer to Sikhi that is by his will, if we get further away from it that too is by his will. Japji sahib says that by his command some come closer to the truth and by his command some are forever wandering aimlessly and lost.
