Kavi Santokh singh jis writings?

I have heard some kathavachaks use Kavi jis writings for Katha. 
I believed the writings to be genuine, but yesterday I happened to have a conversation at the gurdwara & this guy said Suraj parkash mentions Guru Gobind singh asking for feem? 
 

Which doesn’t sit well, can someone help?

I think the use of afeem by the panth was done in a context a million miles away from modern recreational drug use. If we superimpose that framework on Sikh historical references, I think we're guaranteed to get the wrong end of the stick.  I believe a lot of it was medicinal and maybe even tactical (i.e. reducing fatigue on long distance travelling). You have to understand how such substances were/are used within Panjabi culture to even have a chance to grasp it fully.
