I'm guessing the Sikh guy saw a little brown fella, guessed he was a recent immigrant from India, and thought, "These guys act big when there's a crowd of them in their own country. Here's one on his own; he's not going to do 5hit by himself, so I'll verbally berate him, and see if he starts anything." It's not so much who this individual was, but what he represented. I don't know.
