I don't think you understood my explanation. 2 can see 3 has a black hat and he knows that his must be the opposite to 3 because if his was the same then 1 would have know his colour.... because he can see them both and since theres only 2 of each colour...

Number 2 would shout out that he has a white hat on because he can see that 3 infront of him has a black hat on, and he would know that if he also had a black hat on then 1 would have shouted out his colour. So 2 will realize that his must be different to 3.
I don't think i've explained it very well but I think thats right
it is clearly mentioned that the criminals r not knowing the colour of hats they r wearing........

Each girl has 7 bags
In each bag, there are 7 big cats
Each big cat has 7 little cats.

Solve it
4 criminals are caught and are to be punished. The Judge allows them to be freed if they can solve a puzzle. If they do not, they will be hung. They agreed.
The 4 criminals are lined up on some steps (shown in picture). They are all facing in the same direction. A wall separates the fourth man from the other three.
So to summarize:-
Man 1 can see men 2 and 3.
Man 2 can see man 3.
Man 3 can see none of the others.
Man 4 can see none of the others.
The criminals are wearing hats. They are told that there are two white hats and two black hats. The men initially don't know what colour hat they are wearing. They are told to shout out the color of the hat that they are wearing as soon as they know for certain what colour it is.
They are not allowed to turn round or move.
They are not allowed to talk to each other.
They are not allowed to take their hats off.
Who is the first person to shout out and why? J

can all the answers be correct......then let me say that question was wrong......does this means ques. is really wrong...lol
