  3. 1984 anti-Sikh riots: Centre announces Rs 5L compensation to kin of 3325 victims Zee Media Bureau/Ritesh K Srivastava New Delhi: In a significant move, the Narendra Modi government on Thursday announced compensation of Rs 5 lakh each to be given to the kin of 3325 people killed during anti-Sikh riots in the national capital in 1984. The order was passed by Home Minister Rajnath Singh, who took the decision after a high-level meeting where the issue of compensation to civilian victims of communal, terrorist or Naxal violence was discussed threadbare, a Home Ministry official said. Government also enhanced the compensation to civilian victims of communal, terrorist or Naxal violence from Rs three lakh to Rs five lakh. Till now the next of kin of persons killed or civilians who suffered permanent incapacitation as a result of such violence were paid Rs 3 lakh as per provisions of the Central Scheme for Assistance to Civilian Victims of Terrorist, Communal, Naxal violence since 2008. Assistance would be given to the surviving spouse in case of death or permanent incapacitation of the husband or the wife, as the case may be. However, if both the husband and the wife died in same incident of violence, the family would be entitled to get the assistance, in each case, the official said. Families of the victims would be eligible to get assistance under the scheme even if they have received any other assistance, by way of payment of ex-gratia or any other type of relief from the government or any other source except when a similar scheme is already being implemented by the Central government. Government had disbursed Rs 6.12 crore as compensation to civilian victims in 204 incidents of terrorist, communal and naxal violence in 2011-12 and Rs 3.99 crore to civilian victims in 133 such incidents in 2012-13. No reimbursement could be made to any civilian victims in incidents of terrorist, communal and Naxal violence during 2013-14 and 2014-15 (till July) as the state governments did not send the proposals. Washington: A New York-based Sikh rights group, which had earlier campaigned against Congress leaders Sonia Gandhi and Manmohan Singh, has launched an online petition campaign urging President Barack Obama to cancel invitation to Prime Minister Narendra Modi for the 2002 communal riots in Gujarat. "Instead of hosting Modi at White House, President Obama should condemn Modi and ban BJP for perpetrating violence against Muslims, Sikhs and Christians," said the White House online petition which was launched by the Sikh for Justice. Obama has invited Modi to visit the US and for a meeting with him at the White House on September 30. "In June 1984, BJP instigated military attack on the Golden Temple resulting in the massacre of thousands of Sikh pilgrims. In 2008, BJP orchestrated violence against Christians in Orissa," the petition alleges. The petition, requires at least 100,000 signatures by August 20 to gain any attention of the White House, on the first day had got less than two dozen petitions. The SFJ had campaigned against Gandhi and Singh in connection with the anti-Sikh riots of 1984 following the assassination of the then prime minister Indira Gandhi. NEW DELHI: At a time when the special cell and the intelligence bureau (IB) are probing the Punjab connection of Gurvinder Singh, arrested in Tuesday's accident which killed Union minister Gopinath Munde, security agencies have alerted police agencies of Delhi and other states and the protection groups (SPG and NSG) about the threat assessment of top BJP and RSS leaders who stand at risk from Punjab-based Sikh militant groups. As per a communique, agencies have received fresh inputs about Jagtar Singh Tara of Khalistan Tiger Force (KTF) and Lakhvir Singh Rode of International Sikh Youth Federation (ISYF) coming together to smuggle in explosives from across the border and provide logistics to target BJP leaders, sources said. The agencies had received inputs about the two organizations planning to target Modi rallies before the elections as well. Moreover, the agencies have received fresh information about two groups of 10-15 militants belonging to the Khalistan Commando Force planning attacks on PM Modi and other top leaders of the Sangh and BJP. "A meeting to target Modi was held recently in Islamabad which was attended by Dr. Khalid Rashid and Md.
