The best way is through organisations like the PMW or Punjabi Mafia, perhaps less violent though.

Khalistan can't work economically, and your plan is far too fanciful, it is much better to have a strong Punjab province (India and Pakistan) then to have a very weak state. Besides Khalistan is wrong, we need unity in the Subcontinent not divisions. Best Wishes, S. Singh.
