Winds were measured at 200 km/h (125mph) as Cyclone Phailin hit the coast near Gopalpur, Orissa state, at about 21:15 (15:45 GMT). Authorities had predicted a storm surge of at least 3m (10ft) that was expected to cause extensive damage. Officials say they are better prepared than in 1999 when a cyclone killed thousands of people in Orissa. Cyclone Phailin has been classed as "very severe", and the head of India's Meteorological Office, LS Rathore, said it would remain in that category for six hours before losing strength. The eye of the storm was moving at 10-15 km/h (6-9mph), he said. The BBC's Sanjoy Majumder reported heavy rain and high winds lashing Gopalpur as the cyclone made landfall. 'Apocalyptic devastation' The storm has ripped up trees and road signs, and cut power supplies in some areas. There were reports of window panes being shattered and roofs being blown off. Five deaths were linked to the cyclone by Indian media, four attributed to falling trees and one to a house collapse. Another BBC reporter, Andrew North, spoke of a scene of apocalyptic devastation in Brahmapur, just inland from where the cyclone reached the coast. Store signs and other debris were being pitched high in the air by storm gusts and elaborate decorations for a major Hindu festival were strewn over the main road. Officials had earlier said that no-one would be allowed to stay in mud and thatched houses along the coast of Orissa and Andhra Pradesh states, but some residents said they wanted to stay put. "Many people refused to move, had to be convinced, and at times the police had to forcefully move them to safe places," said Home Minister Sushilkumar Shinde. The army has been placed on standby for emergency and relief operations. Helicopters and food packages were ready to be dropped in the storm-affected areas. Hours before the cyclone made landfall it was generating winds of 240 km/h (150mph) over the Bay of Bengal. Most of those evacuated were in Orissa state. Sushant Sahoo, a resident of Orissa's state capital, Bhubaneswar, told the BBC that it had been raining there since the morning, and the streets were empty. "We have no electricity, it is very dark right now and very grim," he said. "I have dry food and candles. The local government has been good at getting everyone prepared and taking care of people." India's eastern coast and Bangladesh are routinely hit by cyclonic storms between April and November that cause deaths and widespread damage to property. In December 2011, Cyclone Thane hit the southern state of Tamil Nadu, killing dozens of people.

Matthew Rees, 32, remains suspended from duty as a constable with the City of London Police while senior officers consider misconduct charges against him. The officer, who has denied any wrongdoing, was arrested in December last year and charged with possessing indecent images of a child after explicit pictures of the girl were found on his phone. A social services report, seen by the Guardian, concluded that Rees had subjected the girl – whom he met when she was 15 at their local swimming club – to a "powerful process" of grooming. But the Crown Prosecution Service abandoned the case this week after a judge at Chelmsford crown court asked them to review it. The decision comes less than a year after Keir Starmer QC, the DPP, claimed a watershed moment had been reached in the prosecution of sexual offences against children and young people in the wake of the Jimmy Savile affair, saying vulnerable victims had been treated in the past with a "degree of caution which is not generally justified". The Rees case also comes against the backdrop of concern among senior police officers and the police complaints watchdog about sexual misconduct by officers. The Guardian revealed last month that 169 officers and staff are under investigation for inappropriate relationships and sexual misconduct offences. The girl's father said: "This man had 24 images on his phone of my daughter which were deemed to be indecent by lawyers when they viewed them in December. Now suddenly after the judge raises questions they are not proceeding against him. It seems that while under the Sexual Offences Act 2003 you are considered a child until you are 18 the agencies employed to enforce the law don't uphold that. "If you are a girl aged between 16 and 18 you seem to fall into some legal black hole." The parents are also unclear why charges relating to alleged grooming were not pursued against Rees. "We are extremely disappointed and we don't understand why he was not charged with a grooming offence," said the girl's mother. "He met her when she was 15. He is a 32-year-old man who as a police officer is in a position of trust and authority. When my daughter asked if what they were doing was wrong, he told her it was not wrong. When it all came out and I talked to her about it, she said: 'Mum he is a police officer, I trusted him'. "The judge has opened it up for men to think it is OK to target girls when they are 14 or 15 and then wait until they turn 16 and have sex with them." The relationship between Rees and the girl emerged after an anonymous call to social services last year in which the caller said they were concerned about the relationship. Officers from Essex police child protection command began an investigation into whether there were elements of grooming the girl and other young people. Essex Social services produced a report in which they concluded: "X has been groomed by Matt Rees and … this has been such a powerful process that there was nothing the parents could have done to prevent this from happening." But social services said the girl had made no disclosures of any sexual activity taking place prior to her being 16.One aspect of the case examined by detectives was how the girl came to be in possession of two pay-as-you-go mobile phones. Officers are also known to have spoken to at least one other young woman whom Rees allegedly started a relationship with when she was in her mid teens after apparently meeting her at the same Amateur Swimming Association club. Forensic examination of phones in the case revealed that the girl involved in the latest case had sent 24 images to Rees which he held on his phone for several months. They were considered to be level one indecent images (meaning they included erotic posing but no sexual activity), and he was charged. But at a hearing earlier this month Judge Anthony Goldstaub QC called for the case to be reviewed – resulting in the CPS dropping it on Monday. Andrew Jackson, prosecuting, told the court: "Disregarding the nature of a relationship between a 32-year-old man and a 16-year-old girl, it seems we would have difficulty, evidentially, proving to a jury that the images were indecent. "That being the case, it has been decided that there is no realistic prospect of conviction. "In the circumstance, we offer no evidence." Rees was present in court to hear that the charge had been dropped. His lawyer Andrew Compton said: "My client was in a perfectly legitimate relationship, although there was a significant age difference. "The photos were neither requested or indecent. At no stage has he ever sought to abuse his position. "These proceedings have been hanging over him for many, many months and a stain on his character is one which we hope now will begin to go away. "It has been a difficult time for him and his family." A spokesman for City police said a review of the evidence was being carried out to assess the grounds for pursuing a misconduct hearing. "City of London Police expects all its officers and staff to uphold the highest professional standards and will deal with those employees who fail to meet those standards with appropriate disciplinary action," the spokesman said. Russell Haldane, the solicitor who represents Rees, said it would be inappropriate to make further comment at this time. Essex Police refused to comment. The Amateur Swimming Association was approached but did not comment. Jim Gamble, an expert in the investigation of grooming cases, said he had concerns about the case. "It is deeply concerning given the fact that the child was 15 when they first engaged in a relationship and that as a police officer he was in a position of trust and authority. "In child sexual exploitation cases very often the evidence is contained on the technology that the perpetrators hold." The CPS said lawyers had considered a grooming charge under section 15 of the Sexual Offences Act – meeting a child following sexual grooming – but it was decided there was insufficient evidence to support it. I have never read in the Gospels of Matthew, Mark, Luke & John, "After the betrayal of Jesus to the Roman authorities, Judas was seized with remorse and then took his 30 pieces of silver and employed Goldstein, Goldman & Hoffman of Jersusalem to launch a robust legal defence of Jesus, and at the same time Judas employed a PR company located in Nazareth to go on a damage limitation exercise, on the contrary Matthew 27 (New International Version) states:- 27 Early in the morning, all the chief priests and the elders of the people made their plans how to have Jesus executed. 2 So they bound him, led him away and handed him over to Pilate the governor. 3 When Judas, who had betrayed him, saw that Jesus was condemned, he was seized with remorse and returned the thirty pieces of silver to the chief priests and the elders. 4 “I have sinned,” he said, “for I have betrayed innocent blood.” “What is that to us?” they replied. “That’s your responsibility.” 5 So Judas threw the money into the temple and left. I know for a fact the Police, CPS, Social Services, Councils etc. etc. have access to funds in which they are allowed to make discretionary payments to help an individual or organization, that money should come over to the SAS. Did you know Social Services receive £250,000 pa for each child in care, it is about time some of that money came directly to us Sikhs to help our children. Dear Sikh Sangat, Sikhs by their very nature are a successful quam, I find it hard that Sikhs with their economic prosperity, social well being & just as importantly networking connections are unable to fulfill this request for funding to the SAS? I will put the word out to my friends, family, connections to see how they can help. I suspect funding will come in thick & fast but we cannot just assume this and need to put the initial work in. Please do not accept from the authorities & even our fellow Sikhs that economic times are hard, they are indeed but not for everyone, the world is abundant and there are enough decent organizations & individuals who will donate to make that difference! Not everyone is aware of the issues & sometimes a quiet chat or presentation is enough for a rich benefactor to part with their monies. Long Live The Khalsa!!! PS I have donated but I appreciate it is well short of what the SAS require for their momentous task ahead.

Receptionist Mahdiya Khan accessed a computer database 60 times to get details of a child sex victim. She was jailed for eight months, but details have only just emerged. Three men have also been found guilty of interfering in the case. Mohammed Imran Amjad, 26, was earlier jailed for four years and three months after he admitted abusing a child. Five others were cleared of rape, sexual assault and child abduction at Burnley Crown Court in April. Suspended and dismissed Detectives realised Amjad’s girlfriend, Mahdiya Khan, had tried to undermine the case. She was a receptionist working for Lancashire County Council social services in Burnley. They found she accessed a confidential database 60 times over 15 days to find details of the witness and her family. The county council said she was immediately suspended and dismissed. A spokesman said: “When this security breach came to light, the advice from our data protection team was that no further practical steps could have been taken to prevent it from having occurred.” Three other people connected to Amjad had also attempted to interfere with the case. His cousin Waqas Khalid threatened to rape the victim and her mother. His friend Qasim Hussain persuaded her to change her statement. His brother, Furqan Amjad, contacted the victim 350 times. Anyhow I donated to SAS this morning, I urge everyone to donate even if it is £1.00. It sends a message to SAS that Sikhs are once again united irrespective of creed, race, caste etc. and the sacrifices of Sikhs in the past have not gone to waste and we WILL look out for our sisters. It also sends a message to the perpetrators we are watching and justice will be served and as a community we have awoken and will now take the fight to our enemies.   20. A suggestion, the Sikhs of Leicester should contact their councillors, MPs, Police and register their disgust at the way the authorities handled this incidence. I am some what limited at what I can do as I am from a different constituency, I have contacted some people over the last couple of days but it has to be driven by the locals. West Midlands police said 10 men, aged between 19 and 30, were charged on Thursday following an inquiry into the alleged abuse of girls at various locations across Coventry. The charges relate to the alleged exploitation of five teenagers between May and September last year. Brothers Gulfraz Banaris, 20, Ifaraz Banaris, 25,from Wood End, Coventry, and Izthkhab Banaris, 24, also from Coventry, are charged with conspiracy to traffic girls across the city for the purposes of sexual exploitation. Gulfraz and Izthkhab Banaris are also both accused of a rape. A police spokesman said all three men appeared before magistrates in Coventry on Thursday and were remanded in custody and will appear before Coventry crown court on November 7. Brothers Isa Iqbal, 21, Ismail Iqbal, 20, both of no fixed address and cousins of the Banaris brothers, also face trafficking counts and are due to reappear in court in November. Five other men are due to appear in court in Coventry on Friday in connection with the inquiry. Ricardo Hinkson, 23, from Radford, Coventry, has been charged with conspiracy to traffic within the UK for the purposes of sexual exploitation. Amir Mahmood, 27, from Foleshill, Coventry, and Tasveer Hussain, 30, also from Foleshill, are also accused of the same offence. Saleem Hussain, 30, from Beake Avenue, Coventry, has been charged with sexual assault, and Khezer Hussain, 25, from Stechford, Birmingham, faces an accusation of rape. The police spokesman added: "The five alleged victims remain safeguarded and continue to be supported by specially-trained officers from the West Midlands police's public protection unit along with partnership agencies including Coventry city council children's services."
