San Jose, CA: May 29, 2015 — Six California congressional representatives issued a letter to United States Secretary of State John Kerry on Friday asking him to take up the cause of Surat Singh Khalsa, a U.S permanent resident on a hunger-strike in Punjab, India since January 16. The six congressional representatives appealing for Surat Singh Khalsa. “We are seriously concerned about the repressive actions that have been taken against him for continuing to peacefully exercise his right to free speech,” says the letter initiated by Congresswoman Zoe Lofgren and joined by Representatives Anna Eshoo, Mike Honda, Tom McClintock, Jerry McNerney, and Eric Swalwell. Khalsa is “on a hunger-strike protesting for political prisoners in India who have completed their sentences but have not been released.” Lofgren’s office began the letter after a May 13 visit by a delegation that included her constituent and Khalsa’s daughter, Devinderdeep Kaur. Congresswoman Zoe Lofgren’s staffer poses with an OFMI delegation. The representatives wrote: “Mr. Khalsa immigrated to the United States in 1988 to seek refuge from the religious and political persecution he suffered as a result of peacefully protesting against the 1984 Sikh massacre.” Ending in November 1984, the massacre involved an Indian military invasion of the biggest Sikh gurdwara as well as the decimation of Sikhs in New Delhi. In April, California became the first state or national government in the world to formally recognize the genocide when the Legislature passed ACR 34, declaring: “Government and law enforcement officials organized, participated in, and failed to intervene to prevent the killings through direct and indirect means.” Khalsa wrote an open letter to Indian Prime Minister Narendra Modi on February 11 noting, “I will always remember the death dance of India in November 1984, and I cry my heart out recalling the killing of thousands of Sikh youth in Punjab, and I am disturbed at the continuous imprisonment of individuals who have finished their long prison terms.” Gogi and Khalsa reunited after charges against both were dropped. Khalsa and his son, Ravinder Singh (a U.S. citizen), were arrested on February 26 and detained for two months under an ordinance allowing detention of those suspected of “disturbing the peace” — Gogi was held in jail and Khalsa in a militarized wing of a hospital, where he was force-fed for 56 days. The letter to Secretary Kerry states: “The existence and use of these laws, which India has used to restrict freedom of expression and association, is contrary to democratic principles, and specifically to the International Covenant on Civil and Political Rights which India has ratified.” Criticizing the Indian government, the letter continues: “We are deeply troubled by several developments in their case. Mr. Singh reported that when he was arrested, police threatened him with false murder charges if he did not try to persuade his father to end his hunger-strike. Family members in the U.S. made us aware that the father and son were physically abused and beaten while in prison.” Khalsa remains under government surveillance in Punjab, and the letter requests Kerry to “monitor Mr. Khalsa’s situation and urge the Indian government to immediately release Mr. Khalsa from house arrest on medical grounds.” Advocating for Indian political prisoners, the representatives appeal: “We also request that you urge the Indian government to abide by its international human rights commitments under international law and ensure that these rights are safeguarded for political prisoners and all citizens in India.” Bhajan Singh, the founding director of the Organization for Minorities of India who spearheaded congressional efforts in cooperation with Khalsa’s family, remarks: “When oppressed minorities speak with one voice, those in power listen. We thank the family for their courage, and the hard work of the Sikh, Christian, and Muslim communities. This is a call to defend the liberties of the Mulnivasi Sangh of India.” . .

The Tom Lantos Human Rights Commission has invited experts from India, the US and the UK to testify before it at the US Congress on June 3. The hearing would be led by Congressman Patrick Meehan, co-chair of the American-Sikh Caucus, Congressmen Joseph Pitts and Jim McGovern, co-chairs of the Tom Lantos Human Rights Commission. No US government official would testify before the committee. This briefing will outline the important legal, social and cultural issues related to the persecution of minorities in India, according to a media report. Panelists include Rev Joshva Raja, Research Supervisor, University of Amsterdam; Iqtidar Karamat Cheema, director, Institute for Leadership and Community Development, United Kingdom; and Professor Gurdarshan Sing Dhillon, Professor of History (retired), Punjab University. Sahar Chaudhry, Senior Policy Analyst, United States Commission on International Religious Freedom and John Sifton, Asia Advocacy Director, Human Rights Watch too would testify before the Tom Lantos Human Rights Committee. The panelists will also make recommendations as to how the US can play a role to safeguard religious minorities in India and around the world, a statement of the committee said. India’s Constitution guarantees that “all persons are equally entitled to freedom of conscience and the right freely to profess, practice and propagate religion,” it said. However, attacks against Muslims, Christians, Sikhs and Dalits have increased in recent years, it alleged. A 2015 report by the US Commission on International Religious Freedom asked the Obama Administration to press the Indian government to publicly rebuke officials and religious leaders who endorse these hateful acts, the committee said. — PTI *************** . . .

By ferrying passengers illegally, their owners evade transport tax of Rs 3.03 for each kilometre travelled. Even by a conservative estimate of 100 km covered daily, the state exchequer is deprived of at least Rs 2 lakh a day, or Rs 7 crore a year. HT scanned an affidavit that the state transport commissioner had submitted to the Punjab and Haryana high court on Tuesday about the total buses, and compared it with the official permit figures it had secured, to discover the big gap that had skipped the eyes of the huge transport department machinery. The Badals-owned Orbit Aviation, Taj Travels and Dabwali Transport Company (DTC) own 116 route permits collectively, far fewer than their actual fleet of 163 buses, according to the official data. Keeping into account the state transport policy that allows a single extra bus for every 10 permits, the Badals' fleet still has 36 buses running illegally in the state they rule. Of the 116 permits, 62 belong to Orbit Aviation, 64 to DTC, and 37 to Taj Travels, while 163 buses of the Badals are registered with the Bathinda district transport office (DTO). Jujhar Construction and Travels and Jujhar Passenger Bus Service, both owned by the Badals' close associate Gurdeep Singh of Fastway Transmission cable network, have a total fleet of 83 buses against only 18 permits. The buses are registered with the DTOs in Ludhiana (51) and Moga (32). Asked to comment, Ludhiana-based Gurdeep Singh of the Jujhar group said that there was a gap between his total permits and buses indeed, but 11 of his buses were leased out to "other permit owners" and a few were idle for years after accidents, and so their permits had not been renewed. Gurdeep denied that his 51 buses were registered at the Ludhiana DTO alone, even as the official record has the registration numbers of these coaches. Muktsar district planning board chairman and Gidderbaha 'halqa' (territory) in-charge of the Shiromani Akali Dal (SAD), Hardeep Singh Dimpy Dhillon, has 114-bus fleet registered with the Muktsar DTO, against only 60 permits. Of these buses, 55 are in the name of New Deep Bus Service and 59 in the name of 'New Deep Motors Registered Channu Gidderbaha. The other main defaulters reflected in the official route-permit list include Libra Bus Service; New Fatehgarh; New Piyar Bus Service, Amritsar; New Sutlej Transport Company, Jalandhar; Raj Transport, Amritsar; Ambala Bus Syndicate, Ropar; and A2Z Transport, Sangrur. Senior Congress leader Avtar Henry is among the defaulters with 74 buses against 35 permits. When contacted, Henry's son, Junior Sanghera, claimed that both their companies - Kartar Bus Service, Jalandhar, and Kartar Tourist Bus Service -more permits than buses actually. "I do not believe this (official) data," he said. Official version Punjab transport secretary Anurag Aggarwal put the entire onus of maintaining the official data on the state transport commissioner, saying: "The STC is responsible for all such things." STC Ashwani Kumar did not take the repeated calls made to him in the past two days to get his version. Additional STC Harmel Singh, when contacted, said the gap between the total buses and permits could not be so high. When confronted with the data, he said the permits might not have been renewed in some cases. "The regional transport authorities (RTAs) issue the permits, while the registration is done at the DTO offices. I cannot say anything more," he added. The state has four RTAs, one each in Ferozepur, Bathinda, Patiala and Jalandhar, to issue route permits in respective regions; and the DTOs' job is to inspect the buses en route in their jurisdictions. The affidavit The list that the state transport department had submitted in the high court mentioned companies that owned 3,543 private buses in the state against 2,508 of the state-run Pepsu Road Transport Corporation (PRTC) and Punjab Roadways. So there must also be several South Asian Muslims (Pakistani and Bangladeshi) elected. Any idea, how many? As far as Sikh are concerned, at local level the politics “the uncles” are in control who don‘t seem to be interestd in Skh community but they are in their for their own interest. Nor do they have much loyalty to Sikhi, but much more to some other “great /good people” who may or may not do any thing for the Sikh, but easy to have pictures with.

It is notable that rumors of enlisting Sri Harmandir Sahib in World Heritage list of UNESCO were wandering across Sikh circles from many days. Reference No. 1858 in the list of Ministry of Environment and Forest reveals that Sri Harmandir Sahib was included in the first heritage list released on January 5, 2004.
