It depends on who uses them. Translations costs more and take up more time. Transliterations are much easier to do, you don't need to be an expert in sikhi. It's easier to read romanised script then gurmukhi for many people we aren't all experts singh. Besides that a transliteration project would be part of the first step to getting the whole thing done. I heard suraj prakash has been translated and is available in some bookshops but they are old typewriter like prints which need to be ocr'd or retyped and redone. Maybe someone knows a trick in word were they can just change the font over, so take the pdfs into word and change the texts into transliterations.
