Hundreds protested outside Parliament on Tuesday afternoon as the House of Commons debated the issue. They said legislation was badly needed as thousands suffer abuse and prejudice because they are considered low caste. But ministers said there were concerns in the Hindu and Sikh communities that legislation could increase the stigma. MPs voted against adding caste discrimination to the Equality Act by 307 to 243, a majority 64. Meena Varma of the Dalit Solidarity Network said: "I am very disappointed. But we'll keep going until we get this legislation." 'Demanding equality' Campaigners say current laws offer no protection from discrimination. They say caste divides society unfairly, with those at the bottom - often called untouchables - expected to do dirty, poorly paid work. They complain they are also expected to - and forced to - look up to and respect higher castes. Those arguing for action say such discrimination is outlawed in India and they want similar protection in Britain too. One of the protestors, Ravi Kumar of Anti Caste Discrimination Alliance, said: "We are here today because we are demanding equality, respect and dignity in the United Kingdom. "Caste discrimination has been going on for decades (in Britain). What we have found is that it has actually increased over the last decade or so because of social media and people have gone back to their previous caste identities." In the House of Commons the government acknowledged the existence of caste discrimination in Britain. But it said it does not think legislation will help to stamp it out. 'Sub-human' Equalities minister Jo Swinson told MPs: "This is an issue that is contained in the Hindu and Sikh communities. "That's why we are working with those communities to address these problems." She warned of concern that legislation could increase stigma rather than ease the problem. That's why the government was planning to tackle caste prejudice through an education programme instead. There are thought to be around 400,000 low caste people in Britain. Campaigner Davinder Prasad of Castewatch UK said many of them had experienced some form of discrimination. He called it an invisible disease" that non-Asians were only starting to become aware of in Britain. "The caste system is absolutely horrible for the victims. It makes you feel sub-human. There is no description for the pain that victims feel," he said. During the debate many MPs backed the protestors. Conservative MP Richard Fuller said: "This is a straightforward issue, caste discrimination in the work place is wrong and the people who suffer from it deserve legal protection. That's it. Beginning and end." Lords vote Shadow business secretary Chuka Umunna said that caste discrimination was "completely unacceptable". "Every community group, every faith group we have spoken to, on each side of this debate in recent days has been united in the belief that caste discrimination has no place in our country," he said. Last month, the House of Lords voted by a majority of 103 to amend the Equality Act to include caste discrimination. That raised the hopes of campaigners. Meena Varma said protestors had come from all over the country to back the call for a ban on caste discrimination. "I think there is in excess of a thousand people here today," she said. "We've had coaches from Wolverhampton, Birmingham, Coventry, Southall and Bedford. People from across the country have come here to demand justice today." The government has asked the Equality and Human Rights Commission to examine the nature of caste prejudice and harassment, and consider what other action might be helpful. The commission will publish its findings later in 2013.

  3. A new Punjabi station is set for launch to coincide with the Sikh festival of Vaisakhi. Gulshan Radio has been awarded a Restricted Service Licence (RSL) by Ofcom. It will allow the station to run from Tuesday 9th April up until Monday 6th May. It will be available on 87.9FM across the Wolverhampton area. Gulshan Radio will broadcast from Guru Nanak Satsang Gurdwara, Cannock Road Wolverhampton. Gulshan Radio is supported by the Sikh Gurdwara Council, Wolverhampton and the management of Guru Nanak Satsang Gurdwara. Sikh students object new Rishtey serial ‘Gurbani’ A Sikh body, All India Sikh Students Federation (AISSF) has approached Akal Takhat Jathedar Giani Gurbachan Singh against upcoming serial ‘Gurbani’. S. Satnam Singh Gambhir, President of AISSF Jharkhand (Bihar) Unit, has written a letter to Giani Gurbachan Singh drawing his attention to the upcoming serial – ‘Gurbani’, that is scheduled to begin from 18th March on Colors and ON Rishtey in the UK. The body object the title name ‘Gurbani’ which it denotes the sacred Sikh scripture. Gurbani means “the Words of the Guru” and Sikhs have utmost respect for the “Gurbani”. The letter addressed to Giani Gurbachan Singh states: “upcoming serial ‘Gurbani’ is produced by Damini K. Shetti and this serial is said to be based on the plight of thousands deserted brides of Punjab who were married to Non Resident Indians (NRIs)”. “Whether only, Sikhs are NRIs? If no, then why this serial is made only on Sikhs and why it is titled as Gurbani?” Gambhir asked. “It is a conspiracy to distort the image of the Sikhs” he has stated in his letter, while adding that “a game was being played with the Sikh sentiments”. Monday 11 March 5.00-5.30pm BBC ASIAN NETWORK Asian Network Reports Special Mixed marriages are on the increase but some Sikh couples face threats, abuse and even violence from some in their own community over such weddings. It has left them scared and the Gurdwaras where they dreamt of getting married reluctant to perform the ceremonies. In one incident, when the couples of different faiths attempted to get married at Sikh temple, the marriage was stopped and protestors locked themselves in the Gurdwara and so the ceremony could not take place. In another case, the ceremony eventually took place with a police escort and presence - both cases highlighting the increasing tension of who is allowed to have a Sikh wedding ceremony. Asian Network Reports Special hears from those people whose wedding day was ruined after being stopped from marrying at their Gurdwara; the hardliners who say no to mixed marriages and who are now campaigning to 'spread their message'; and a couple trying to get a Sikh blessing. The programme will also explore whether there are any Gurdwaras still prepared to carry out mixed marriages in Britain today or whether they have all been banned. The Sikh Channel has been warned by the media regulator following a live broadcast in which a speaker made comments praising a former leader of a proscribed terrorist organisation, which might be regarded as offensive. A complainant alerted Ofcom to a lecture which was also included in the programme aired on 18th October 2012. According to the complainant, a speaker appeared in front of a poster which had the words “Babbar Khalsa International” written on it, and “talked effusively” about the Sikh militant Talwinder Singh Babbar, the founder of the Babbar Khalsa International. TV Legal, the license holder of Sikh Channel, said that: “Unbeknown to Sikh Channel, the event in Coventry also covered the martyrdom of Talwinder Singh Parmar, of an attack on Air India flight 182 in 1985.” TV Legal added: “Given that Mr. Parmar was widely deemed as a zealous preacher of the Sikh faith and in light of the revelations of the apparent murder, Tawinder Singh Parmar has subsequently been deemed as a Martyr in some sections of the Sikh community, who continue to celebrate his death anniversary annually.” The Licensee said that although Talwinder Singh Parmar “is acknowledged in some quarters as the founder of [the BKI], this is not a universally accepted fact and remains an issue of controversy”. TV Legal went on to say that the founding and leadership of the BKI “has been attributed to several individuals and therefore remains a moot point”. Furthermore, the Licensee said that Talwinder Singh Parmar’s involvement in the bombing of Air India flight 182 in 1985 “although widely publicised is also an issue currently based on speculation and not substantiated by formal convictions”. TV Legal added that it accepted that: “Mr. Parmar’s association with the [bKI] and allegations of his involvement in the 1985 Air India bombings in the context of the lecture could be construed as offensive in some quarters”. However, it asked Ofcom to “bear in mind that both of these points are subject to speculation”. However, Ofcom said “we considered that the programme included potentially offensive content that was not justified by the context. PTC Punjabi (UK) will need to be a bit more advanced than the Punjab state version as some of the shows to me are just plain CR#P very immature, jokey, rude and simple and I mean simple slap-stick humour. Most of the time it is just one big biased advert for the Punjab government - back slapping to the extent of no other real news gets a look-in. The only reason I want it is that they will continue to broadcaste daily Gurbani from Shri Darbar Sahib ji and so for this reason alone I will continue to watch as no other channel has the rights to do so. I am still bemused by what Akaal Channel are going to be about as the way they are coming across the channel has the full support: "Akaal TV is the UK’s first television station under Sri Akaal Takht Sahib ji (BizAsia)", so is this a sister venture by the same people? It will be interesting to see how or if they are connected. The only good thing we have is OFCOM and so we can at least have someone to approach if it all turns out wrong. I did also read that Panjab Radio (UK) would be launching a TV channel http://www.media247.co.uk/bizasia/panjab-radio-to-foray-into-tv-with-youth-channel but since the announcement last year everything has gone really quiet?
  13. The much awaited launch of PTC Punjabi in the UK has been put back for a “few days” due to a technical glitch with its playout in India. The channel was expected to replace Music India today on the Sky Digital platform. While testing has been going-on behind the scenes, it has not been able to meet the criteria technically to broadcast the channel. However, PTC Punjabi has informed BizAsia to assure viewers that the channel will be launching “within days”. PTC Punjabi will be the UK’s only free-to-air Punjabi entertainment channel.   14. PTC Punjabi finally makes it launch in the UK on Monday (4th February), BizAsia can exclusively confirm. The channel has secretly been planning its much awaited launch over the past few months. At this stage, we can reveal that PTC Punjabi UK will replace Music India on Sky channel 822. This will result in Music India exiting the UK market after a successful five years on-air. PTC Punjabi had already tested the response of its programmes on Music India with Gurbani from Harmandir Sahib (Amritsar) being a core part of its schedule, plus PTC News bulletins and current affairs chat shows. From Monday 4th February, the other day parts currently occupied by Music India will be replaced with PTC Punjabi. PTC Punjabi will be the UK’s only free Punjabi entertainment channel – challenging the long running ZEE Punjabi, which is a premium property from the ZEE Network. No doubt, the religious elements on PTC Punjabi UK will compete with Sikh Channel and Sangat TV and the much popular music content will rival Brit Asia TV. The latest assault is said to have taken place in the northern state of Punjab. The police are searching for a seventh suspected attacker. Last month, a 23-year-old student died of her injuries after the being raped in the capital Delhi. Five men have been charged with her murder and are facing trial. If convicted, they face the death penalty. A sixth suspect, who is thought to be 17, will be tried separately in a youth court if it is confirmed he is a minor. The Delhi attack prompted mass protests which prompted the government to set up special fast-track courts to exclusively deal with rape cases and also consider strengthening sexual assault laws, the BBC's Sanjoy Majumder reports. Night attack Police officials say that the latest victim was a 29-year-old woman. She is believed to have been travelling on a bus back to her village on Friday night. The driver and conductor allegedly refused to stop at her village, instead taking her to a desolate location not far from the city of Amritsar. The two men are then believed to have been joined by five others and taken turns raping the woman throughout the night. The victim was then dropped off near her village, where she was able to tell her relatives about the attack. The extent of the woman's injuries were not immediately known.
