Does Sikhi have a guide on how to Govern a state if we as a people ever achieved one? Meaning, what is its stance on Capital Punishment, or how how do we deal with the criminal element?

Punjab is the homeland of Hindus, Muslims, Christians as well as Sikhs. India was colonized by british Punjab was not.
