1984-riots: Court issues NBW on victim's complaint

A Delhi court has issued a non-bailable warrant against a police officer probing into a complaint of a 65-year-old man who lost his son, daughter and mother in the 1984 anti-Sikh riots in New Delhi after he failed to file a status report despite its repeated orders.

Metropolitan Magistrate Amit Bansal asked the IO, Sub Inspector Kamal Singh of Sultanpuri police station, to explain the reasons of his failure to file the status report before the court on October 16, the next date of hearing.

The court, which had issued a show cause notice to the Sub Inspector on May 23, sought to know why did he not appear before it despite repeated reminders.

Kabal Singh, who lost his son Manohar Singh, daughter Nimesh Kaur and mother Usha Kaur in 1984 anti-Sikh riots, had filed a complaint in the court on November 11, 2005 under Section 156 of the Criminal Procedure Code seeking direction to the police to register a case and investigate it.

He filed the complaint after the police refused to register an FIR despite his running from pillar to post for the same.

According to his complaint, a mob attacked his house in Sultanpuri on November 1, 1984 following the assassination of then Prime Minister Indira Gandhi a day before.

He, however, managed to escape to Rajasthan and returned after ten days only to find that his entire property was looted and his son, daughter and mother were missing.

The police had on November 29, 2005 sought more time to clarify the facts, as all records of 1984 riots were lying with the Riot Cell and the same were later sent to Nanavati Commission which inquired into the riots.
