Jaspal singh was killed in police firing during protest march in the city seeking clemency of death sentence for Balwant Singh Rajoana, one of the accused for former CM Beant Sinngh's killer .The protesters led by Jaspal's singh 's father Gurcharanjit singh and Damdami Taksal cheif Jathedar Lakhwinder Singh wanted to march to Kahnuwan Chowk from Sidhwan Chor village but were stopped by the police mid way and they were forced to stage dharna at Harochhani Road. The protesters were also demanding arrest of more than half a dozen Shiv Sena activits who were named in FIR causing violence during protest for clemency of death sentence for Rajoana decrying police inaction. While the city fostered look of a police fortress and no vehicle or bus passing through the city was allowed to go unchecked after the Gurdaspur adminstration clammed ban orders on assembly of five or more persons , as soon as the police came to know that protesters had left Sidhwan Chour village for Kahnuwan Chowk for staging their dharna , the alert police stopped them midway and they were forced to pitch their tents at Hardochhani Road where members of the various radical outfits addressed the gathering . The protesters said even though the government had launched two probe panels ----one led by Jalandhar Division Commissioner and other by DIG border Range , the police seemed to be shielding the police officers involved in firing which led to killing of Jaspal Singh and demanded that CBI should be asked to probe the case. Acrimony raised its ugly head when the radical group members did not allow Hardeep Singh to speak and asked him to come down from the stage when he lauded the efforts being made by Gurdaspur MLA and CPS Gurbachan Singh made by him to promote peace and harmony in the city . While Gurdaspur Deputy Commissioner Sr Abhinav Trikha and SSPO Ravcharan Singh reached the spot and were seen holding dialogue with the protesters that following ban orders , the protest march could not be allowed to proceed to the city , they were asked to give their memorandum to them at the spot but the protesters refused their offer to stay put at the dharna site . Gurdaspur DC Dr Abhinav Trkha and SSP Ravcharan Singh in their respective statements said the ban orders were clamed in the city to maintain law and order situation in the city even as most of the protesters had left venue towards the evening , only a hand full of the them were staging dharna .SSP Brar said no untoward incident had taken place during the protest and law and order situation in the city was normal . Exhorting the residents to maintain peace DC Trikha said , the ban order had been clamped by administration so that law and order was maintained to that otherwise peaceful atmosphere was not vitiated in the city .

Bhai Hawara was also labeled a supporter of the Congress who at one time had begged for his life’s mercy during the Beant “Singh” assassination case court hearings. In addition, Bhai Hawara was further ridiculed by Bhai Rajoana for defending Bhai Resham Singh Germany. I have but strong words to denounce such accusations made against Bhai Hawara. I suggest Bhai Balwant Singh remain polite while making any future allegations. This is especially important when allegations cannot be proven. I want to clarify that Bhai Hawara and I did not agree with Bhai Jagtar Singh Tara and Bhai Balwant Singh Rajoana’s confession made during 1997 and 1998 regarding Beant’s assassination. This is because some Singhs were accused by the CBI on minor charges. The lives of these Singhs would be endangered had all charges been confessed in court. It was decided by Bhai Hawara, along with all freedom fighting Singhs that if a lower court sentences us to death, we would fight it until the Supreme Court–however we would never file a mercy petition to the President. The confession by Bhai Balwant Singh Rajoana was different from the one by Bhai Jagtar Singh Tara. Bhai Tara had said in a full courtroom that on behalf of Babbar Khalsa International, he accepts all responsibility for the assassination of Beant “Singh.” Bhai Tara had declared that Bhai Dilawar Singh “Jai Singhwala” had offered to become a human bomb, while the explosives used were prepared by the Babbars, who also provided all other resources to be used in a plot that was “team work.” The case presented by the CBI was similar to the confessions made by Bhai Tara. Despite the court having accepted the confessions of both Singhs, the CBI has spent around 12 years to prove the involvement of other Singhs. Having provided this brief information, I want to provide my clarification to the Khalsa regarding the accusations made against Bhai Hawara by Bhai Balwant Singh Rajoana. I feel this is important because Guru Panth is our mother and father. I want to share the few following points as I fully denounce the charges leveled against Bhai Hawara by Bhai Balwant Singh Rajoana. Contrary to Bhai Rajoana’s claims, Bhai Hawara has never taken credit for masterminding the human bomb plot. Also, fighting a court case does not equate with begging. From 1978 onwards, only a few have fully confessed, while thousands have fought their cases in courts. Who does not know that Sant Jarnail Singh Bhindrawale was directly involved in the assassination of Lala Jagat Narian, who was an enemy of the Sikhs. Bhai Nacchatar Singh Rode and Bhai Sarvan Singh took guidance from Sant Ji to fulfill this task. Despite this, Sant Bhindrawale never accepted this in any interview, even though the Sikh Sangat knew of his role in the plot. Does this mean that Sant Ji was scared to accept his involvement? No, this is not the case. This was based on his knowledge and understanding of politics and was a plan to trap the enemy in his own net. There are cases of pro-Sikh army men, detained Singhs of Jodhpur, General Labh Singh, Bhai Daljit Singh Bittu, Prof. Davinderpal Singh Bhullar, Bhai Dya Singh Lahoriya, Bhai Harpal Singh Cheema, Bibi Baljeet Kaur, Bhai Lashwinder Singh Dallewal, S. Simranjit Singh Mann and thousands of Singhs who have fought their cases in the court and are continuing to do so today. There is nothing wrong with that. Even today, Bhai Balbir Singh Bira, Baba Bakshish Singh, Bhai Harminder Singh Ludhiana and many others of the Nabha Jail are fighting their cases. Are all of them “begging for mercy”? What crime did Prof. Davinderpal Singh Bhullar commit by filing a mercy petition with the President upon his elderly mother’s request, whose husband was severely tortured by the police? Bhai Balwant Singh Ji, even we are not in favor of mercy petitions, but Prof. Bhullar made no mistake. But Bhai Rajoana, out of ego, whatever charges you leveled against Prof. Bhullar were not very sensible. You must have caused much despair to his mother with your statements. Today, Sikh Sangat is holding protest marches because they do not want any Sikh to be hanged until death. I have forever aimed for unity and have always attempted that we stay united in jail. But didn’t your anti-Sikh activities cause hurdles in the path of unity? I want to ask if there is any anti-Gurmat blunder that you did not commit. For Jathebandis to have a difference is one thing, but will you care to share the anti-Gurmat acts you committed in jail? All the Singhs of Burail Jail, along with sentries, are witness to them. I did not want to get involved in any controversy, but for you to launch cheap attacks on Bhai Jagtar Singh Hawara, despite him having used sensible and humble words to defend Bhai Resham Singh Babbar, was not very mature of you. Bhai Balwant Singh Ji, it is not good to be so egotistical. I want to tell the Sangat that Bhai Jagtar Singh Hawara is a Gursikh and a warrior who adheres to Sikh principles. Bhai Hawara has been attached to the Sikh struggle movement since the age of 16 or 17. He has not once committed any anti-Sikh activity, ever since being lodged in jail. In contrast, Bhai Rajoana has committed all prime sins, which are not capable of being tolerated. I was always the first person to express happiness whenever Bhai Rajoana took steps towards practicing the Sikh way of life but whenever we associated with Bhai Balwant Singh, we felt disappointed. I want to ask Bhai Balwant Singh regarding 1998, when he shaved his long beard, which Shaheeds was he paying his respect to when he sent it to us at the jail Gurdwara? In October 1995, within 15 to 20 minutes of doing ardas to Akal Takhat Sahib for keeping kesh, he shaved immediately. Where was his manly stand of remaining steadfast back then? In 1999, during the 300th anniversary of the Khalsa Panth, he promised in front of the Punj Pyare from Keshgarh Sahib who had come for amrit sanchaar at Burail Jail, to keep uncut kesh and beard but within days, he again shaved his face and head. To which Shaheeds was he paying his respect by committing these acts? It is a big mistake to brag about one’s own bravery while undermining others. Had you known anything about our plans to dig the tunnel in Burail Jail, you would have never let that happen. Our enemies know very well who is equipped with how much bravery. In the end, I would appeal to Bhai Balwant Singh to remember a man is bound to make mistakes. For you to receive the blessing of Amrit, despite committing so many mistakes, is the mercy of Guru Nanak Sahib and Guru Gobind Singh Ji. Guru Nanak Sahib is our father who bestows respect to the disregarded. It is now your duty to preserve the blessings bestowed on you by the Sikh Nation and Sri Akal Takhat. Let us never make the same mistakes again, otherwise people will say that our vessel was small, and it turned over due to there being more blessings than it could sustain. Guru Roop Khalsa Ji, “cat” is a person who provides tips for the arrests of Singhs or leads to their martyrdom. I challenge Bhai Rajoana to prove any anti-Sikh activity by Bhai Resham Singh at the Akal Takhat Sahib on any day or time. If such happens, whatever punishment is declared from Akal Takhat Sahib, we will accept it. In regards to his anguish at any Singh–if there are any grievances or complaints, they should be finished at Sri Akal Takhat Sahib. To call Bhai Hawara a “sell out” is utterly wrong. I bear witness for Bhai Hawara and pledge to the Sangat that if the Supreme Court upholds the death sentence for Bhai Hawara, he will never plead for mercy. If it happens otherwise, I will be the first to oppose him. I am giving this statement in response to Bhai Rajoana’s remarks on Bhai Hawara. I request Giani Gurbachan Singh to pass a resolution asking for a ban on such messages, as were hurled recently, against any Singh. If my remarks cause pain to anyone, then I request their pardon. Sai Manish examines why No way out A young addict, after chasing smack at Angarh, in Amritsar Photographs by Tarun Sehrawat Tehelka, Special Report THE RAILWAY barrier in Angarh, a locality in the border city of Amritsar in Punjab signals the end of too many things. The rule of law. The reign of sense. The fear of crime. The signs of normality. Even the divisions of caste. Drug and crime infested as the area is, people dread having to wait at the barrier for a goods train to pass. Here, 13-year-olds are killed in Diwali gambling brawls; 20-year-olds run amok looting shops in a drug-crazed haze; illegal explosive factories abound near LPG godowns; and Kashmiris peddling ‘sulfa’ — an inferior quality of brown hashish — share the streets with young intravenous drug users (IDUs). Angarh is just one symptom of a monstrous crisis: a staggering 75 percent of Punjab’s youth is hooked to drug abuse, a figure the state government itself submitted to the Punjab and Haryana High Court in 2009. One out of every three college students in the state is on drugs. In Doaba, Majha and Malwa — regions particularly affected — almost every third family has at least one addict. Every kind of drug is readily available here. From smack, heroin and synthetic drugs to over-the-counter drugs like Buprenorphine, Parvon Spas, Codex syrup and spurious Coaxil and Phenarimine injections. This is a state where 30 percent of all jail inmates have been arrested under the Narcotic Drugs and Psychotropic Substances Act and the DGP has kicked up a political storm by saying it is impossible for him to control the flow of drugs into his prisons. But the sharp irony is, this matters little because, like Angarh, scores of other towns and villages in Punjab are more notorious than any prison cell. Walking down a street in Angarh, littered with the implements of death — empty Coaxil bottles, dirty syringes — 16-year-old Sukhbir Sandhu asks for Rs 30 to go home to his mother. “I’m not begging,” he says, “just asking. I am a Jat. I have a big farm and I’ll pay you back when we meet next.” Sukhbir, the son of fairly well-to-do farmers, is dressed in Nike shoes but has scabbed finger tips, puss-filled injection holes on his arms, and the skin peeling off under his eye and his jittery disposition belie his age. When he is refused the money, he almost starts to cry. He finally admits he wants to buy a bottle of AVL (Phenara mine maleate) injection fluid, a drug meant to treat respiratory failure in cattle and horses. What has the potential to resurrect a dying horse, he says, is good enough for him to feel like a living man. If we give him another Rs 100, he says, he will get us the best in town. Still refused politely, Sukhbir leaps across a gutter to what should have been a public toilet but is now a preserve of those who chase smack and inject AVL all day long. In that filthy cocoon, he finds solace chasing fumes off a silver foil in the company of those who “caught him young”. Boys like Sukhbir are the reason why someone like 35-year-old national body building champion Satbir Singh, who runs a gym in Angarh, swears nothing can be done to save the future of Punjab. “There were 40 of us in the same class in school. Only 10 of us, including me, are alive today. All the others died doing smack and prescription drugs,” he says. The stories of the boy and the man are intertwined. At 16, Sukhbir will be lucky to be alive on his 21st birthday. At 35, Satbir has already seen his classmates die of violent overdose. At 16, the boy can’t visualize a future beyond his next hit. At 35, Satbir is looking to groom future bodybuilders who, true to the Punjabi gene, will grow into ‘real men’. At 16, the boy has already been slashed twice on his face by blades tied to the underside of a fellow addict’s middle finger. At 35, Satbir throws a mock punch at his 4-year-old son who is trained enough to block it and punch back, clearly daddy’s boy. At 16, the boy walks every day from his village to Angarh not to look for work or buy books but to get his next kick. At 35, Satbir came back to this criminal town to start a gym because there was no work to be found and even his sporting credentials had failed to bag him a Punjab police job. (The Rs 4 lakh bribe he was asked to cough up was beyond his means at the time.) At 16, the boy’s father often wishes his trouble-making son would just never come home. At 35, Satbir is a son who had prayed his father would come home alive from the 1971 war. This then is the tale of two Punjabs. Satbir is a remembrance of a land once described by Alexander the Great in a letter to his mother as “the land of a leonine and brave people, where every foot of the ground is like a wall of steel, confronting my soldier” and Swami Vivekananda as the “heroic land first to bare its bosom to every onslaught of the outer barbarians.” A land — until only recently — of farmers and soldiers whose stereotype was proud resilience. Sukhbir, on the other hand, is the face of Punjab as it stands in the first decade of the 21st century. Fading and injured. So what explains this monstrous drug upsurge in the state that is leaching it of its sap? Some of the answers are as shocking as the statistic. DURING THE recent election campaign in Punjab, Election Commission officials were shocked by the scale of drug abuse in the state. It is not just bhukki or doda, traditional poppy husk, commonly used in the Doaba and Majha belt or opium derivatives like smack and heroin that were in circulation. What really staggered the officials was the carte blanche political parties had given to chemists to distribute dangerous prescription drugs to youth in a bid to woo their vote. A week before the polling date, EC officials had impounded close to 3 lakh capsules along with 2,000 injection vials of Avil and 3,000 cases of Recodex cough syrup. Chief Election Commissioner SY Quraishi described the drug haul in Punjab as “unique”, surpassing any state he had ever conducted elections in. “The political patronage given to drugs during these elections was shameful. At a time when drug abuse should have been a raging social issue, leaders of the state used it to swing votes,” says Sartaj, a Punjabi folk singer, whose lyrics often focuses on the need for the youth to give up their will to self destruct. None of Punjab’s political stars from the Congress, the BJP or the Akali Dal made even a pretence of confronting the scourge. “Why would they?” says Dr Rajesh Kumar, who retired as the medical superintendent of the Civil Hospital in Moga. “Many of the chemist shops are flourishing with the help of politicians and addicts rarely want to face the truth. To pose tough questions and force them to introspect is a risky proposition for leaders.” ‘I have seen those I shared a classroom with die violent deaths due to drug overdoses. Out of a class of 40, only 10 are alive today,’ says Satbir Singh There are other reasons for Punjab’s slide to hell. Primary among them is its proximity to Afghanistan and Pakistan and its geographic position on the global drug trade map. Almost all of Punjab’s 553 kilometre border with Pakistan is guarded by electric fencing. With typical sub-continental illogic though, this has scant effect because the switch is turned on only after 6pm in the summer and 4pm in the winter. The border also has some riverine gaps but this is not the preferred route of smugglers. It’s much easier to work the intermittently activated electric fence. If you drive to Khemkaran, a border outpost in the drug torn Tarn Taran district of Punjab, the road signs do not display India’s habitual cautionary note: ‘Do not drink and drive’. Instead, here they read: ‘Don’t do drugs and drive.’ On the way to Khemkaran comes Khalra, a small border town widely known as a major transit point for the drug trade. Local farmers here say most of the drops take place under the nose of the Border Security Force (BSF) and the Rangers on either side of the fence. The most common conduits are the drainage pipes that run across the strip of no man’s land in between the two nations and women couriers. BSF officials claim they have occasionally caught local women with 50 kilos of heroin stitched to their bodies but, by and large, women are chosen as couriers because they are subjected to less stringent checks. Not all of this is new. There has always been some inflow of opium, smack and heroin from Pakistan and Afghanistan. But the US war in Afghanistan has choked access to lucrative western markets, driving more of it into India. Curiously too, many locals and paramilitary officials in these towns speak of a 1975 Intelligence Bureau report that had warned that Pakistan, newly defeated in the 1971 war, would hit back at India through many clandestine means, one of which would be to convert the youth of Punjab into drug addicts who could then be “trampled down like a weed”. People here believe that sustained programme is now manifesting itself. A BSF officer at Khalra has a startling story. “We conducted a recruitment drive in Tarn Taran district in May 2009. There were 376 vacancies. More than 8,000 young men turned up. But most of these men were so unfit and weak we had to come back with 85 vacancies. The drug abuse here will soon have serious security implications. These boys’ forefathers were strong and healthy so their bodies could bear the brunt of the intoxicants they abused. But these boys are different. Constant abuse has eroded their bodies. Put all four generations together and you will notice the difference. It doesn’t take much to imagine what the current lot of 5-10 year olds will look like if they fall into the drug trap.”

Rajoana has also requested the Jathedar of Akal Takht to issue a directive to the ‘present Akali government’ to remove Sumedh Singh Saini from the post of Director General of Police as he is allegedly responsible for the killings of Sikh youths. Rajoana, whose hanging stands stayed as for now and is lodged in Central Jail at Patiala, in a two page letter written to Singh Sahib Giani Gurbachan Singh, the Jathedar of Akal Takht, has said that Congress hurt the sentiments of Sikhs by attacking Sri Darbar Sahib in June, 1984 and then by killing thousands of Sikhs in November 1984. In his letter, Rajoana goes on to explain that Sikhs have not been able to get justice from successive Indian governments and Indian justice system even after 28 years of these two incidents while some self-styled Sikh leaders in the garb of panthic leaders have been trying to cover up the act of Congress, all these years. ‘As Sikhs have not been given justice in the last 28 years I ask Akal Takht to come forward and issue a ‘Hukamnama’ that if the Indian government and the Judiciary does not provide justice to the Sikhs, then no Sikh should have any sort of relation with Congress. The Rallies and Meetings of Congress should be banned in Punjab and any Sikh having any relation with Congress should be declared ‘traitor’ of the panth’, says Rajoana to the Jathedar. Coming to BJP, Rajoana says that as Lal Krishan Advani, the National Leader of BJP takes pride in his pressure on Indira Gandhi regarding ‘Operation Blue Star’, an edict about BJP also be issued wherein Sikhs should be asked not to deal with a party like BJP in anyway. Rajoaana has requested the entire Sikh Community, Taksal, other religious organizations and radical sikh groups that they should also request in writing to Jathedar of Akal Takht to issue such ‘Hukamnama’ so that it gets issued in the 1st week of June as a tribute to the Sikhs who have been victims of injustice. ‘After waiting for justice for a long period of 28 years, a Hukamnama asking for ‘boycott’ of killers of Sikhs shall not be a matter of criticism, but a matter of pride’, concludes Rajoana.

  16. s1ngh appreciate what you say but at the same time couldnt he have told dhumma and the akal takht jathedar some home truths to their face right there and then ? not at all trying to undermine rajoana who is an undisputed legend, just saying things are not at all what they seem the government is already winning here - by highlighting these types of splits with hawara, mann bittu resham babbar etc.

Takht Jathedar Says Sikh Nation “Can’t Survive” Without Khalistan WASHINGTON – Jathedar Balwant Singh Nandgarh of Damdamma Sahib recently said that the Sikh Nation cannot survive without Khalistan. In an interview, Jathedar Nandgarh said, “In India, there are separate laws for the Sikhs. That has created a situation like the Sikhs are living in a rented house in India. In India, punishments are only given to Sikhs. The Indian government is very keen to hang Bhai Balwant Singh Rajoana and Professor Devinder Pal Signh Bhullar, but the culprits for the massacres of Sikhs in 1984 have been released from Indian jails, people like Jagdish Tytler and Sajjan Kumar who are responsible for the murders of a large number of Sikhs in Delhi have been set free by the Indian government and were awarded high positions in the government. They have been forgiven by the Indian government.” He went on to say that “now there is no choice for the Sikh Nation except to establish an independent Khalistan.” Jathedar Nandgarh joins former Akal Takht Jathedars Bhai Ranjit Singh, Joginder Singh Vedanti, and Professor Darshan Singh in supporting Khalistan. Speaking at a parade in New York on April 26, Jathedar Vedanti said that “Khalistan is essential for the survival of the Sikh Nation.” He joins former Jathedars Bhai Ranjit Singh and Professor Darshan Singh in supporting freedom for Khalistan. Former Jathedar Professor Darshan Singh has said that “if a Sikh is not for Khalistan he is not a Sikh.” Jathedar Vedanti said that “the day they hang Rajoana, every Sikh should hoist a Kesri (Sikh) flag.” “I applaud the courage of Jathedar Nandgarh and all these Jathedars for their support of Khalistan,” said Dr. Gurmit Singh Aulakh, President of the Council of Khalistan. “May the Guru give them more courage and strength to lead the Sikh Nation to a free and independent Khalistan. Their influence will be very helpful to the cause of freedom,” said Dr. Aulakh. According to former Member of Parliament Simranjit Singh Mann, over a million Sikhs have been murdered by the Indian regime since 1982.. In addition, the Indian government has murdered more than 300,000 Christians since 1948, almost 100,000 Muslims in Kashmir since 1988, and tens of thousands of Assamese, Bodos, Manipuris, Tamils, Dalits, and others. A couple of years ago, 35 Sikhs were arrested for making speeches in support of Khalistan and raising the Khalistani flag. In addition, Amnesty International reports that “tens of thousands” of minorities are being held as political prisoners. India is a multinational state thrown together by the British colonialists for their administrative convenience. As Steve Forbes pointed out in his excellent Forbes magazine article “India, Meet Austria-Hungary,” history shows that such countries collapse, from the Austro-Hungarian Empire to the Soviet Union to Czechoslovakia to Yugoslavia.
