Mom Allegedly Ties Son's Hair to Railing

MANTECA, Calif. — Police arrested a 27-year-old woman who allegedly tied her son's hair to a stairway railing as punishment.

Balbir Kaur was arrested Tuesday night for cruelty to a child after police found her 10-year-old son tied to the railing. The boy had been screaming and could not come to the door when police arrived, Manteca police spokesman Rex Osborn said. Police had to cut the boy's 20-inch hair to release him from the railing.

Kaur was booked into San Joaquin County Jail on one count of felony child endangerment. She was released on $50,000 bail early Wednesday and was scheduled to appear in San Joaquin Superior Court on August 13.

The boy and his one-year-old sibling were taken into custody by Child Protective Services.

MANTECA — Police arrested a 27-year-old woman for cruelty to a child after she allegedly tied her son's hair to a stairway handrail.

About 9 p.m. Tuesday, Manteca police officers responded to a call on the 350 block of North Union Road. Upon arrival they could see a young boy through the window who had been screaming and did not come to the door when officers asked him to, said Rex Osborn, a police spokesman.

"Once they were in the apartment, they learned why the child was screaming and why he could not open the door," Osborn said.

It appeared that Balbir Kaur had tied her son's long hair tightly to a stairway handrail in the apartment as punishment, according to police reports.

Officers were able to untie the boy's 20-inch long hair without having to cut it, Osborn said.

Kaur was booked into San Joaquin County Jail in French Camp on a count of felony child endangerment. She was released on her own recognizance Wednesday afternoon.

The incident was not something officers see everyday, Osborn said.

"Officers that responded were surprised. They were all seasoned officers and a couple of them mentioned that they hadn't seen anything like it," he said.

The 10-year-old and a 1-year-old sibling were taken into protective custody by Child Protective Services.

Kaur could not be reached for comment Wednesday. Court documents said her arraignment would be held at the Manteca Branch of San Joaquin Superior Court but did not specify a date or time
