Amrit Vela is the last pehar and a quarter of the night. This works out to about 2.15 to sunrise (around 6).

The reason why the Gursikhs in Amritsar do their amrit vela program from 11.30 or 12 onwards is that they can then take part in the amrit vela program at Sri Darbar Sahib when the doors first open.
