India's VIP security criticised

Punjab has tens of thousands of security personnel

Politicians in India have been facing increasing criticism for their extensive security arrangements in the wake of the Mumbai (Bombay) attacks.

Critics say politicians have protection from thousands of guards while common people remain "soft targets".

The chief minister of Punjab has had the protection of more than 1,000 men and more than 10% of the state's 70,000 security personnel are used for VIPs.

The chief minister on Monday cut his security staff by 10% pending a review.

'Overseas consultants'

The minister, Parkash Singh Badal, and his relatives may be among the most secure individuals in India.

The state's "first family" is protected by a full battalion of police commandos in addition to three detachments of the crack National Security Guard, scores of paramilitary personnel and ordinary baton-wielding policemen.

The security detail is equipped with the latest and best weapons that the Punjab police has in its armoury.

Now, in view of the rising attacks across India, the state police want to hire overseas security consultants to train and equip the chief minister's guards with the latest in anti-terrorist technology.

The police responsible for Mr Badal's protection insist the deployment is necessary.

The chief minister and his family require armed protection at their various residences in Delhi, Chandigarh and their village, Lambi in south-western Punjab.

Between 50 and 60 armed men are required to accompany the chief minister every time he ventures into public.

The chief minister and his son, Sukhbir, are listed as "Z-plus" - the highest threat perception level.

However, critics say much of the protection for political leaders and bureaucrats is needless.

Each ruling party legislator has between 35 and 60 security personnel, based on threat perceptions that may not be real.

Experts agree that, for some in Punjab, security guards may have become more of a status symbol and a hangover from the days of the Sikh separatist movement. The state has been relatively peaceful for nearly two decades.

But amid the rising criticism Mr Badal has now ordered another review of VIP security and has called for an immediate 10% cut in his security detail.
