It was too small to see. Have you tried using a telscope? Its pretty hard to spot such small things (speaking on a universal scale). Also the meteor hit on the daylight side of Earth so the Sun's light would have made it harder to spot. Hundreds of meteors hit Earth everyday. Most are tiny and either burn up as they enter the atmosphere or they're simply too small to do much damage.

Things travel faster than that. The Russia meteor would have sped up as it entered the atmosphere, it would've been slower in space. But yeah, it caused a sonic boom.

Well the meteor was still too small to spot. Sometimes satelites aren't looking at things so they won't spot it.

There currently there is no technology available that could predict or control meteor showers.

North America, Europe and Russia have certain systems, but they can only track large meteors. And because of the speed they travel at, people cannot rely on timely warning systems.
