1984 riots: crime sans punishment

Lt Gen Harwant Singh (retd), Hindustan Times

April, 13, 2013

As we await Jagdish Tytler's tryst with trial, a rewind to the 1984 anti-Sikh riots becomes essential. If you were in Delhi on November 1, 1984, and climbed atop a tall building, thousands of columns of smoke could be seen rising all over the city. You would have thought that perhaps Nadir Shah was on his second visit to Delhi.

As Nadir Shah's army entered Delhi, some of his soldiers went around looting property and molesting women. A few spirited citizens killed one such offender of women. That was a great affront to the conqueror and the citizens of Delhi had to be punished. Nadir Shah unsheathed his sword and gave his army the freedom to loot, burn property, commit murder and rape, till he put his sword back in the scabbard. His troops carried out this task with military precision. He finally sheathed his sword after three days.

Two misguided Sikh guards broke trust and committed the abominable act of shooting the Prime Minister. So the entire Sikh community had to be taught a lesson. What Nadir Shah did to citizens of Delhi in the opening decade of the 18th century, was repeated in the penultimate decade of the 20th century, but this time only the city's Sikh population was punished.

For three full days, rampaging mobs went about their business, with the government of India, most shamefully, having gone into hiding. Were the government and law-enforcing agencies quarantined during those three days? Such an edifice of law and order machinery could not have collapsed all by itself! Who, like Nadir Shah, had given the signal that Sikhs must be taught a lesson, which led to looting, murder and burning alive of Sikhs of Delhi, torching their gurdwaras, till the time Indira Gandhi's body lay in state: a coincidental period of three days. Who organised these mobs and gave the assurance that hunting Sikhs was fair game and no one would be held accountable?

The union government, during those three days, was not comatose, but actively involved in keeping the police in check and preventing them from performing their mandated duty enjoined by law. Later, the home ministry, most shamefully, prepared a "dressed up" action-taken report (ATR) on the Nanavati Commission of Inquiry.

Even though the army was called, albeit late, the mayhem and pogrom continued unabated for the next two days, when restoring order by the military was possible in a matter of four to six hours. Firm action at one or two places would have made the mobs, all over Delhi, run for cover. RD Mehra, who was part of the brigade moved from Meerut (Uttar Pradesh), in a letter to the Hindustan Times editor, wrote that it was the Lt-Governor's office which instructed the brigade second-in command to withdraw 15 Sikh Light Infantry battalion from the duty of controlling the mobs and move it to the Delhi Cantonment, where it was put on administrative duties for the brigade. Who wanted this unit, which was feared would act against the rioters, withdrawn from the task for which it was called from Meerut? What was the order for the rest of the army?

Many of the lower-rung police functionaries actively encouraged the mobs and in some cases even led them, while those in the higher echelons turned a Nelson's eye to happenings in their areas. Finally, all such police personnel and politicians were rewarded with promotions and ministerial berths.

No one from hundreds of respectable citizens of Delhi, who were witness to the pogrom and saw small-time Congress leaders instigating and leading the mobs in arson and killing, came forward to give evidence. Nine commissions and almost 29 years later, we are nowhere the truth, because truth is too bitter and unpalatable and the guilty cannot be brought to book because it tarnishes a political party's image.

More than 3,000 Sikhs were killed, but only six persons have been punished. Thousands of these murderers and rapists have been freely roaming the streets of Delhi. What contribution did they make to the city's crime graph and earning it the epithet of India's rape capital?

The reason for the pestilence of communal riots periodically visiting the nation is the knowledge and belief that no one will be held accountable for the pogrom and that the support of the government of the day will be at hand.

<banned word filter activated> article. Bhagat Singh broke a mutual citizen-leader pact. He isn't mentioned however they mention two Sikh bodyguards. What else did they expect us to do? Bow down to her like they did!

The only justice is KHALISTAN ...

Once a opponent of it, I am now a full-fledged supporter of our motherland KHALISTAN ...

We make KHALISTAN anywhere in world, but we need it, it is for our dignity/pride/justice ... Sikhs don't have any dignity/pride/justice in India, they are slaves in India ...

Geographically Khalsa Raj cannot be restricted to Majha and Malwa (where we are currently in a majority). If we cannot eradicate Gurdwaray split along jaath-paath divisions in THIS decade then we can be a minority in Punjab (and not just Doaba at present) by as early as 2021. We need to target Khalsa Raj being across the whole of present day India bearing in mind where our Panj Pyaaray came from. Concentrating on naaray for Khalistan before we have eradicated the drugs menace in Punjab, female infanticide, jaath-paath divisions and illiteracy/poverty is a strategy that did not work in the years between 1984 and the death of Beanta when even I desperately hoped for freedom the terrorist central GOI. Times have changed. With a Sikh Prime Minister, a Sikh leader of the Indian Army, Sikh chief representative at the UN, Cameron's friend Badal CM of Punjab ... we cannot expect any help for establishing a sovereign state from USA, UK, France, Russia etc who are more interested in trade with India, so we have to lay the foundations for Khalsa Raj via internal strengthening of the Panth from within. The day we have saanjhay Gurdwaray, an equal male/female ratio, 99% of Sikhs avoiding drugs+alcohol and 99% literacy ... it will only be a matter before the whole of present day India can be transformed into a Khalsa Desh of Begumpura's instead of poverty-stricken slums of injustice.

Shaheed Beant Singh and Shaheed Satwant Singh one day need to be accepted by ALL Indians as greater patriots than Shaheed Bhagat Singh. For the sake of communal harmony and not to target innocent Hindu's Shaheed Beant Singh and Shaheed Satwant Singh took the evil out at it's roots. India as a whole should respect the Shaheeds from the Sikh Panth - alas the international airport at Delhi is named after an evil politician responsible for Genocide (purely so that she could win re-election on the bandwagon of Hindutva).

    • The Mind is Jyot Saroop (Waheguru), but the mind is under the influence of five evils… Through Naam Simran( Rememberance), the mind will begin to detach from evil, and get back to its original form ( MANN TU JYOT SAROOP HEH)… Until the mind breaks free from the five evils, one will go through the cycle of paap and punn….which leads to Karma… Naam Simran destroys past karma, and prevents new karma coming into fruition… I did this, I did that… This non realisation of the Jyot Saroop gives rise to paap and Punn, which in turn gives birth to suffering and misery…
    • I agree we're not born with sin like the Christians think. Also I agree we have effects of karma. But Gurbani does state that the body contains both sin and charity (goodness): ਕਾਇਆ ਅੰਦਰਿ ਪਾਪੁ ਪੁੰਨੁ ਦੁਇ ਭਾਈ ॥ Within the body are the two brothers sin and virtue. p126 Actually, we do need to be saved. Gurbani calls this "udhaar" (uplift). Without Satguru, souls are liable to spiritual death: ਜਿਨਾ ਸਤਿਗੁਰੁ ਪੁਰਖੁ ਨ ਭੇਟਿਓ ਸੇ ਭਾਗਹੀਣ ਵਸਿ ਕਾਲ ॥ p40 Those who have not met Satguru Purakh are unfortunate and liable to death. So, yeah, we do need to be saved, and Guru ji does the saving. The reason Satguru is the one to save is because God has given Satguru the "key" (kunji): ਸਤਿਗੁਰ ਹਥਿ ਕੁੰਜੀ ਹੋਰਤੁ ਦਰੁ ਖੁਲੈ ਨਾਹੀ ਗੁਰੁ ਪੂਰੈ ਭਾਗਿ ਮਿਲਾਵਣਿਆ ॥੭॥ In the True Guru's hand is the key. None else can open the door. By perfect good fortune the Guru is met. p124
    • That's unfortunate to hear. Could you give any more information? Who was this "baba"? He just disappeared with people's money? Obviously, you should donate your money to known institutions or poor people that you can verify the need of through friends and family in Punjab.
    • Sangat ji,  I know a family who went Sevewal to do seva sometimes end of 2019. They returned last year in great dismay and heart broken.  To repent for their mistakes they approached panj pyaare. The Panj gave them their punishment / order to how t make it up which, with Kirpa, they fulfilled.  They were listening to a fake Baba who, in the end, took all the "Donations " and fled sometime over a year ago. For nearly 4 years this family (who are great Gursikhs once u get to know them) wasted time and effort for this fake Baba. NOT ONLY this one fam. But many, many did worldwide and they took their fam to do seva, in village Sevewal, city Jaitho in Punjab. In the end many families lost money in thousands being behind this Baba. The family, on return, had to get in touch with all the participants and told them to stop.  I am stating this here to create awareness and we need to learn from whom we follow and believe. It's no easy but if we follow the 3 S (Sangat, Simran and Seva) we will be shown the light. As I am writing this the family in question have been doing the same since 2008 onwards and they fell for this Baba... it is unbelievable and shocking.  This am writing in a nutshell as am at work on my break so not lengthy but it deserves a great length.  Especially the family in question, who shed light on youngsters about Sikhi 20 plus years!!
