For cheap mp3 Players (with recording facility) best place is prob http://www.ebay.co.uk ......... you can also check out http://www.advancedmp3players.co.uk not necessarily cheap but good place to get advice.

I bought from http://www.goaudio.co.uk before but be warned when I had a faulty one I had to ring them twice and each time I had to wait for half an hour on phone for them to answer so wouldnt say customer service is good in that respects.

Also if you are looking for one in particular then do a search on http://www.kelkoo.co.uk or http://www.dealtime.co.uk to check prices

Veer ji you could use windows sound recorder to record sound in a wav file, and then convert it into mp3 using a converting software

we use alive mp3 converter,

try this for its activation

User name : cyber

Registration code: 10049-8488C-499B7

and as for windows sound recorder there is a major drawback, its gives you 60 seconds recording time, to beat that you will have to make a blacnk file, like make a 30 min long blank file,
