God does not punish anybody, it's the persons deeds, that make them accountable for - karm.

There is never any punishment in Divinity.

Only forgiveness.

If they don't have a Guru, and don't Jaap Naam, then Gurbani says they've wasted their life. They already experience the worst punishment, and that is not Japping Naam, (nothing bigger than Naam).
