Bhagat Singh was not much of a GurSikh whilst fighing for Indian independence anyway. He renounced his Sikhi before he even cut his Kes. As per Bhai Sahib Randhir Singh's autobgraphy, he was in regret as he got closer to his death and we know he grew his Kes before he was hung. However, India want to see him as the mona.

He did not give his head to the Guru, but gave his head to India. There's a massive difference, based on that the picture probably justifies his cause.
