The first line is like saying that he will make you do the jaap and meditate on his name ?

This is like saying that you don't need to make an effort, the lord will take care of it !!

It's a bit confusing if taken literally, OR is it a deeper message for HUKAM ?

I am talking about this line.

ਜਪ੍ਹਉ ਜਿਨ੍‍ ਅਰਜਨ ਦੇਵ ਗੁਰੂ ਫਿਰਿ ਸੰਕਟ ਜੋਨਿ ਗਰਭ ਨ ਆਯਉ 1409

How will you translate ਜਪ੍ਹਉ, we have gurmanat Waheguru.

Jaap is do be done by ਮਨ ਬਚ ਕ੍ਰਮ , see if you can translate.

I think it's important to look at the first part of the line-

Apune sevak kī āpe - he himself preserves his servant.

so the sevak is the key here, since after you become and prove you are his servant with your EFFORT, then HE paves the path for you ahead so that the jaap can occur with ease.

rākẖai āpe nām japāvai.

This is about kirpa and blessing of guruji, BUT we MUST take the first step forward and towards him as a sevak.

Similar to the saying ''If we take 1 step towards him, then he takes 10 steps towards US''

He thus lets his will or Hukam guide us into embracing him further.

You are right.

You should take steps towards him(with his will) and then he will take 10 steps.

Moreover your gurmukhi might not be good but understanding of baani is good.
