Pindoo? Come again?

Pindoo or pendhu derived from pind for village, i.e. villagers. He seems to be referring to the actions of the committees to the likeness of the stereotype that villagers are illiterates, it can also refer to someone with lesser etiquette than what is required of a city. It's difficult to compare etiquette with ethics there are some crossovers sometimes.
