President's men raped her, then gave her Rs 100 to go home

NEW DELHI: Four Army personnel from the elite President's Body Guards, accused of gang raping a 17-year-old college girl on Monday morning at a park not far from the diplomatic enclave in New Delhi's Chanakyapuri were on Wednesday remanded to judicial custody until October 22.

While one of the accused, 20-year-old Harpreet Singh, was arrested from the Buddha Jayanti Park on the day of the incident, three others _ Satinder Singh (29), Kuldeep Singh (26) and Manish Kumar (28) _ were placed under arrest on Tuesday after the Army turned them over to the police.

A Test Identification Parade (TIP) of the accused will be carried out at a later date.

Incidentally, the park on Monday morning had people showing up _ among them former President R Venkataraman _ for the 10th anniversary celebrations of the consecration of a Buddha statue there. The Dalai Lama was also there, giving a rare discourse.

The victim, daughter of a South-West Delhi businessman and a first-year-student pursuing her graduation through correspondence, had taken a sitting at the Jesus and Mary College. She left the college around 10.30 am with a friend and headed for the park.

"They were walking in the park when, at around 11.30 am, four men in Army uniform confronted them, questioning them why they were there," said a senior police officer.

The Army personnel, police said, had come to the park in a truck for mai

ntenance work of the riding tracks. They are said to have got off the truck and began abusing, slapping the victim's friend. They even snatched Rs 200 from him.

According to the police, while three of the accused pulled the girl inside the truck, Harpreet caught hold of her friend and told him to leave. He too then jumped into the truck and it was then driven into a wooded area.

"After driving for five minutes, they stopped at an isolated place and dragged out the girl. Harpreet and Satinder took turns to rape her while the other two stood guard," the police officer said.

The accused are said to have given her Rs 100 to go home. While three of the accused left in the truck, Harpreet stayed back. The victim's friend, meanwhile, managed to inform the police. Senior officers were contacted and a combing operation launched.

"The police team spotted the victim while she was emerging from the thicket. She narrated the entire incident," the officer said. Harpreet, who was still in the thicket, was arrested when the victim identified him as one of the men who had raped her.

The medical examination of the victim confirmed assault. Harpreet disclosed the names of the other accused and said they were part of the President's Body Guards.

Harpreet is from Amritsar, Satinder from Rohtak, Kuldeep from Nagaur (Rajasthan) and Manish from Baghpat, Uttar Pradesh.

A FIR was registered at the Chanakyapuri police station under different IPC sections relating to rape, kidnapping and robbery.

Maxwell Pereira, police joint commissioner, New Delhi range, said the Army was provided a detailed report. "We have already taken up the matter with the Army and they have fully cooperated with us."
