Maybe coz they might have got assurance from centre govt and dat bra-man swami agnivesh. Badal's soft stance also adds to the tide against sikhs. If jathedars are daring enough they should take hard steps otherwise ppl who are hell bent on defeating sikhs will emerge victorious and will be a bad sign for sikhi.
