The recent bomb blast at a cinema hall in Ludhiana brought back memories of Punjab's violent past and fears of a revival of militancy.

It also raised questions about what the government is doing to ensure that history does not repeat itself.

There are more than two dozen Punjab terrorists who were active during the mid-80s and early 90s who are now living abroad.

Some of them sought refuge in Germany, Canada, UK and the US, while some are living in Pakistan and working for its Inter-Services Intelligence or ISI.

The ISI is believed to be helping them revive defunct outfits like the Khalistan Commando Force, the Babbar Khalsa International, the Khalistan Zindabad Force and the International Sikh Youth Federation.

There are five Punjab terrorists on the list of the 20 most wanted persons that India has asked Pakistan to extradite. And all of them are still active:

* Paramjit Singh Panjwar: He joined the Khalistan Commando Force in 1986 and left for Pakistan in 1990. Panjwar has kept the KCF alive using revenue raised from cross-border heroin traffic.

* Wadhawa Singh: As one of the founders of the Babbar Khalsa International, he operates from Pakistan. He is believed to have ordered the killing of Punjab Chief Minister Beant Singh.

* Lakhbir Singh Rode: A nephew of Jarnail Singh Bindrawale, Rode joined the movement in 1982. He fled to Dubai in 1986 and then moved to Pakistan. He is something of a cult figure and a successful fundraiser in the US, UK and Canada.

* Gajinder Singh: The Dal Khalsa member hijacked an Indian Airlines flight to Lahore in 1981. He was given a life sentence but served only a few years before being granted asylum in Pakistan.

* Ranjit Singh Neeta: The most active terrorist of the lot, Neeta is thought to be behind the recent Ludhiana blast. His Khalistan Zindabad Force has close links with the ISI and he is their point person for India operations.

A Union Home Ministry memo last month warned of Punjab militants gaining in strength. It pointed to a meeting in Birmingham in September where some Khalistan leaders decided to carry out terrorist acts in Punjab and Delhi.

''There is no doubt that support came from across the border. They were funded and promoted to carry out terror attacks,'' said Sri Prakash Jaiswal, Minister of State for Home.

In addition a number of Khalistani groups have a strong presence in many Western countries. And their efforts are closely coordinated by the ISI.

''We are suffering from lack of expertise on the subject because the younger officers in the field who were in service those days, those who have dealt with it are at the level of IG and above and senior officers who are there haven't done enough tenure in the field to be aware of all nuances of dealing with anti terrorist operations,'' said Sarbjit Singh, Former DGP, Punjab.

A bomb blast in Punjab after almost seven years has raised many questions over the steps taken by the state government after intelligence inputs of a possible strike and the handling of investigations.

But one thing is quite certain, Punjab cannot afford to re-live its past.

Numerous, credible ex-government officials have previously exposed how the indian government has attacked its own people to justify a further clampdown on civil rights for Sikhs and to justify additional arrests and torture of prominent members of the Sikh community. With State run media and puppets like KPS Gill to back them, the blame is passed on to so called "Sikh insurgents".

After decades of police brutality, in recent months Punjabi sikhs have challanged government funded Dera's and slogans such as "khalistan Zindabad" have been heard in Punjab. Fearing that Sikhs may use this as a platform to demand Human & Religious Rights, the Government is now trying to tarnish the Sikh image once again.

I am sure more will follow, and the blame will be passed on to Groups like Babbar Khalsa promptly without any evidence.

The real terrorist is the Indian Government!

lol indian media makes me laugh. The best way you fight this type of propaganda is to use factual propaganda against them. Create as many websites and youtube videos highlighting links between who you percieve to be behind the recent attacks and what their agenda is. This way you let the masses decide and provide an alternative viewpoint instead of anti-sikh, anti-khalistan indian govt sanction bs in indian media. It is the job of the indian govt's terrorist units to discredit any seccessionist movement so that unity of their nation is perserved, even if that means lying and carrying out state terrorism (covert and overt terrorism against innocent civilians).
