england will not being making a seperate tick box for the sikhs in the 2011 census...

he has already got the census' printed, and says if he puts a sikh tick box, that will cost another 100 thousand pounds...

Have they agreed though? To be honest, I don't think our 'leaders' in the UK would have been happy with the results if they agreed this time around. They've been telling everyone that there are 700000 Sikhs in the UK, but that is the figure for Punjabis, and even then it's inflated. The vast majority of Punjabis in the UK aren't Sikhs but Pakistani Muslims.
