JALANDHAR: The US embassy in Delhi strongly believed that in Punjab a personal paramilitary force "Alam Sena" of "Black Cats" existed during militancy days and it staged "encounter killings".

In a cable sent on December 19, 2005, by Robert O Blake, deputy chief of mission of US in New Delhi, answering a number of questions by officials in US regarding Kulbir Singh Barapind's extradition, mentioned the "Alam Sena" in detail. Barapind, a native of district Jalandhar, had alleged that his illegal torture was ordered by Alam, the then SSP Jalandhar and US officials were trying to verify these allegations.

"With regard to former senior superintendent of police (Jalandhar) Mohammad Izhar Alam, we can confirm that he now holds the position of additional director general (administration), a senior police posting," the cable said. "During the insurgency, he assembled a large, personal paramilitary force of approximately 150 men known as the "Black Cats" or "Alam Sena" that included cashiered police officers and rehabilitated Sikh terrorists. The group had reach throughout the Punjab and is alleged to have had carte blanche in carrying out possibly thousands of staged "encounter killings." (Note: Former director general Punjab Police, KPS Gill, publicly praised the group, saying that Punjab police could not function without them)", the cable noted.

While concluding the cable Blake also noted "when Alam visited the UK in 2003 for a conference on Indian policing, three individuals accused him of having either watched them be tortured or directing other police officers to inflict torture, to include their arms being suspended from the ceiling, their legs being crushed under heavy weights, and the application of electric shocks and acid. Some human rights cases against Alam remain pending in India".

It also quoted Human Rights Report of 2004 stating "the pattern of torture and extrajudicial killings prevalent in the 1990s has ended, but the government has failed to hold accountable hundreds of police and security officials for serious human rights abuses (committed from 1984-94)."

Alam now a SAD candidate Mohd. Izhar Alam retired as DGP (prisons) and jumped into politics. He is now preparing to contest next assembly election from Malerkotla.

All pantic groups need to concentrate on getting this guy brought to justice. He and his units along with KPS Gill are directly responsible for the killing fields of Punjab where they used state terrorism to not only target Sikh civilians but also others to give the Khalistan movement a bad name by using terrorist black cat police and commando's posing as Sikh separatists to carry out criminal acts contrary to the movement.

Shocking news no doubt the likes of Mohammad Izhar Alam and KPS Gill will go down in Sikh history as one of those evil villains the likes of the Mughuls governors of Punjab who murdered Sikhs for the corrupt oppressive Islamic Mughul ruled state back in the 17th century. Yet this has happened in our lifetimes, this is why we should do all that we can to spread awareness and get these guys brought to justice.

the jathedar of the akal takht was yesterday asked his views on alam being given a SAD ticket but refused to comment - it is a sad state of affairs when the notional leader of the quom is unable to comment for fear of the consequences for his job - the SAD is entitled to be a non-sikh party which it has chosen to become but then it should pay the consequences of this decision and should not be able to participate in the sgpc elections

People around the world are waking up thanks to wiki-leaks and seeing clearly now how the brutal indian state and corrupt punjabi politicians been harbouring war criminals (kps Gill, Mohammad Izar alam) and covert deceptive black cat terrorist commando units of the police force / army.

Even when the evil British general o'dyer murdered over 1,000 civilians in Amritsar in 1919 outraged officials in the British parliament described it as an act of terrorism. Are the Sikhs going to keep slient? Or are we as a global community going to set the agenda for the future and bring these scumbags to account for their actions.

CHANDIGARH: The long arms of law have finally reached the controversial Punjab police Inspector Gurmeet Singh Pinky, a former terrorist and police ‘cat’ who had murdered a Ludhiana Youth in 2001. He had killed many militants during height of militancy in Punjab and has remained blue eyed boy of top police brass.

The district and session judge Jagadhri at Yamuna Nagar in Haryana on Tuesday sentenced Pinky to life imprisonment and imposed a fine of Rs.one lakh to be paid as compensation to the family of deceased Avtar

Singh Gola. He has also been sentenced for three years imprisonment and fined for Rs.10,000. He would undergo his jail term in Ludhiana central jail.

Pinky is incidentally the first known police cat who have been convicted for murder. Even as Pinky has been convicted, his five accomplices — Ravinder Pal Bittu, Pawan Kumar, Parveen Kumar, Paramjeet Pammi and Jaswant Singh Punnu dairy wala — walked scot free.

They were accused of killing Gola after a minor altercation on January 8,2001.

Pinky has a notorious past. He had enjoyed proximity with a large section of terrorists in Punjab and traded information with the Punjab Police. After he was exposed in militant ranks in the early nineties he became a 'cat'. It is said that, so true was the information passed on by Pinky, that he soon became an important tool for the police to fight terrorism.

He became a core member of DGP S S Virk’s team which was comprised of officers like Sumedh Saini and Shive Kumar Verma presently Senior Superintendent of Fatehgarh Sahib. Pinky was last posted as Inspector

CIA staff at Fatehgarh Sahib due to his proximity with the SSP. He was not suspended despite his conviction by court.

Pinky’s information led to some successful encounters and the arrest of some terrorists which earned him a permanent place in the police. In the mid nineties Pinky was inducted in the police as a Havaldar from where he rose to the present post of Inspector.

Pinky is one of about 200 surviving police cats, most of them are living with fake identities. A senior police officer said that these cats have been shown dead in the police records. DGP Punjab who has publicly admitted presence of police cats in Punjab has maintained that this was done under the centre government policy of Rehabilitating the terrorists who had helped police to eliminate militancy.

The system of police cats was first introduced in Punjab by ADGP Mohammed Izhar Alam in early eighties when he was SSP at Amritsar. The cats allegedly recruited by Alam were popularly known as “Alam Sena”.

They were either members of terrorist victim families or hard core criminals who were working for money. Subsequently, former DGP’s J.F. Rebeiro and K.P.S. Gill widely used the cats in counter insurgency

operations.

One such cat, a former terrorist Sukhwinder Singh alias Sukhi was recently exposed by media. He was living under fake identity and still using his influence in police to settle land disputes. He is also accused of indulging in land grabbing cases.

According to police sources about half a dozen police cats have been absorbed in Punjab police after militancy was over.

Badal/Sant Samaj gives Izhar Alam an assembly seat to stan in elections. Badal claims he does not know of his human rights violations. Whats worse is the Sant Samaj are going along with this apart from a few weak statements
