Admittance Of 1,513 Youths Killed In Punjab- Government Compensation

Thousands haven't been killed, millions have been killed a whole generation. One life is precious enough no one can put a price on it and these Indian Politics giving Rs 1.75 lakh as compensation is disgusting, millions of Sikhs died.

These Indian Politics are belittling the lifes of millions with money that were killed is disgusting, we need to wake up the Kaum, the Sikhs are treated Second class in India like Sant Bhindrawale said, but the Sad part is we are getting treated worse then second class each second, each week, each month and each year.

Sorry if I understated the number of innocent Sikhs killed in Indian.

The correct figure had to be said, although it is a emotional topic every1one makes mistakes sometimes, no need to Apoligise :), just got tense about how Indian Politics treat us Sikhs and the Shaheeds of the Panth. I'm not getting tense at you 11Gurus1Jot, if i made it look that way then i'm sorry. :)

This is massive, for the state to say they committed mass murders and people at that time tried cover it up, just opens Pandoras box, for tens if not hundreds of court cases, though it makes me think why now have they come clean, is it because to ease the unrest it in Punjab or because sending police out again would just be disastrous for india due to the unorganised task force which is the Punjab police

It is massive, it is admittance of genocide.. the next step is to demand who was responsible.. under who's watch did this happen?.. we all know Beant was in charge, this lays a path for Rajoana's release.. the man who helped stop genocide in its tracks. He stopped Panjabs Hitler.

NHRC relief not enough: MS Gill, Tarlochan Singh

New Delhi, April 5

Former associate member of National Human Rights Commission Tarlochan Singh today joined Congress Rajya Sabha member from Punjab MS Gill in terming as ‘meagre’ the Rs 1.75 lakh each of compensation the commission has awarded to the kith of those who were killed and cremated as ‘unidentified’ during the militancy days in Punjab.

In a letter to Justice KG Balakrishnan, chairperson of NHRC, Tarlochan Singh said: “The compensation of Rs.1.75 lakh to each victim is too meager. No amount of money can compensate a family that has lost an earning member due to police brutality. But various state governments these days normally give a minimum Rs 5 lakh to families of persons who die during police firings or other unnatural deaths. Kindly raise the compensation amount substantially.”

Gill had yesterday demanded 9 per cent interest on the entire amount given to victims’ families. — TNS

Compensation at last for Punjab killings

The National Human Rights Commission, which went through 2,097 cases of killing of youth and mass cremation of their bodies by the Punjab Police during the peak of militancy in the State, has ordered a relief of Rs.27.94 crore to the families of 1,513 victims of such extra-judicial killings. The remaining bodies were not identified.

When terrorism was at its peak in the State during 1984-96, Punjab Police personnel, whether officers or constables, were a law unto themselves and many of them were involved in merciless killing of youth by branding them as terrorists for rewards and promotions. The bodies were silently cremated with no questions asked.

The Commission took up the cases after the Supreme Court referred the matter to it on December 12, 1996. The Court said any compensation awarded by the Commission shall be binding and payable.

The cases related to mass cremations in Amritsar, Majitha and Tarn Taran districts alone between 1984 and 1994. These include 195 cases where the victims were in deemed police custody and 1,318 others whose bodies were cremated by the police. A total of 532 bodies remained unidentified despite efforts by the Commission from the date of remittance in December 1996.

The Commission held that for violation of human rights of a total of 194 victims admittedly in police custody immediately prior to their death and their cremation, their kin were entitled to monetary compensation of Rs.2.5 lakh each. For the remaining cases, the families were paid Rs.1.75 lakh each.

Excessive powers

Human rights activists world over had alleged that the inhuman killings were the result of excessive powers given to the police by the government. Many civil rights lawyers and activists paid with their lives for treading the path of political justice. While the official figures put the total number of people killed in Punjab during 1984-1996 at 15,000, according to various investigating agencies and human rights groups more than 25,000 people were killed by the Punjab Police. They include persons “missing” from their homes, killed in “encounters”, cremated as “unidentified” and “escaped from police custody”.

According to civil rights groups, boys were picked up from their homes or fields and taken blindfolded to isolated places and told to run. A burst of AK-47 rifle-fire ended their lives. Such was the terror that no one dared ask why not even a single member of the police force was hit in cross-fire. Many members of the police force in Punjab got out-of-turn promotions, gallantry awards and monetary rewards for killing “militants”.
