The journalist didn't throw his shoe at jagdish tytler. He threw it at a congress party representative. He didn't throw to hurt, but to signal his disgust at the representatives ignoring of his questions and he tossed it lightly in his direction not at his face etc.

Usually I'd say that it was a meaningless act that made no difference... but ...
