Kamal Nath In The Uk To Sign An Infrastructure Pact

Had a couple of telephone calls last night to say Panjab Radio were going on about a visit by Kamal Nath to the UK.

Rather than alert the Sangat to the fact that he will be hear and we should be doing something about it I understand from those that listened they used it to simply be critical of those that would do something if they had details of Kamal Nath's visit. I called the Panjab Radio presenter late last night who denied all knowledge of Kamal Nath's visit or mentioning it on air. It may be I got the wrong presenter, but this will be confirmed today.

Some suggested he had been to the UK this week and we were too late to do anything. But enquiries last night suggested he was still in Delhi yesterday, but he may be in the Uk next week to sign an infrastructure pact with the UK government.

Another person in the media has this morning confirmed Kamal Nath will be signing an infrastructure deal on Monday 27 September in London - source Indian High Commission (presumably the same source for Panjab Radio).

Caxton Hall in London (near Victoria/St James/New Scotland Yard tube stations) has been mentioned. This would be ironic as it is where Shaheed Udham Singh took out Michael O'Dwyer in March 1940 for his involvement in the Jallianwalla Bagh Massacre.

Trying to get details/confirmation of venue and time so we can highlight his involvement (possibly through a protest) in the Nov 84 pogroms to coincide with his visit/signing of the pact.

Kamal Nath is definitely in the UK to sign a pact on Monday.

We suspect this will be in the morning, but everyone we ask claim not to know the time. The Indian authorities know what happen last time Kamal Nath wanted to speak at the London Business School in May 2010!

We also have doubts about the venue - Caxton Hall in London would be a very unusual venue for such a pact.

Panjab Radio were the ones that first went public with Kamal Nath's visit - perhaps as they received correspondence or an invite from the Indian High Commission. Maybe some close to Panjab Radio should ring them and ask what other details they about the venue / time etc.

The following article in Outlook implies Kamal Nath may be elsewhere today. Nonetheless, we remain on alert in London.

GoM on Bhopal Gas Tragedy to Meet on September 27

New Delhi | Sep 26, 2010

The Group of Ministers on Bhopal gas tragedy will meet here on September 27 to assess the progress made since the panel handed over its recommendations to the Union Cabinet three months ago.

Sources in the Government told PTI that the panel headed by Home Minister P Chidambaram will review the progress made by various ministries since June.

In June, the Union Cabinet had accepted all the 22 recommendations of the GoM and decided to push for extradition of former Union Carbide chief Warren Anderson and ascertain the liability of Dow Chemicals besides announcing a Rs 1265.56 crore package for relief and remediation.

In August, the CBI had filed a curative petition before the Supreme Court seeking restoration of stringent charge of culpable homicide not amounting to murder, which attracts maximum punishment of ten-year jail term, against the accused in the 1984 Bhopal gas tragedy case.

With the government coming under pressure on the issue, a presentation on the new National Litigation Policy is likely to be made before the GoM.

The litigation policy proposes a stringent monitoring and review mechanism for all government litigations so that cases such as the Bhopal gas tragedy are noticed before it is too late.

Under the National Litigation Policy that came into effect from July 1, the government would categorise and group court cases so that those contesting on behalf of the government could prioritise them.

"If this (mechanism) is in place, ultimately, constant review, prioritising and categorisation will track everything. May be cases like Bhopal will not be repeated in this country. That is the target of this (policy)," Law Minister M Veerappa Moily had said recently.

Moily had said these systems will be in place so that the delay witnessed in the Bhopal case did not become a norm as "justice delayed is justice buried."

Besides Chidambaram, other members of the panel include Moily, Health Minister Ghulam Nabi Azad, Urban Development Minister S Jaipal Reddy, Road Transport Minister Kamal Nath, Poverty Alleviation Minister Kumari Selja, Chemicals and Fertilisers Minister M K Alagiri, Environment Minister Jairam Ramesh and Minister in the PMO Prithviraj Chavan.
