The first thing is to realise that there is no 'one way' to fix the issue, we need a broad range of initiatives to be active at the same time. A large measure of any solution will also be a good look at how many Sikh men are today and changes in that department.

Ultimately, the issue is one of 'limitation' not a complete 'eradication' of what is going on (which I believe to be impossible).
