well in Maharaj jis time all the hilts (myaaans) were made out of leather and wood combo - u can still see the leather on Guru Gobind Singh jis shield at anandpur sahib!

I have a puratan kirpan from about 1920s which came with a worn out leather mian and leather gatra.

I cant see why leather gathre are not aloud - as menitoned by previous sangant in Guru Mahraj's days they would of been made from leather - but to add to that my assumption is that Mahraj would have one kirpan held close to himself and that gathra would of been made from something like slik, raw silk or some other fine material. The leather ones would be for durability or for yudh.

If you want one made go to a local upholsterer or a motorbike alterations place, give them one of your gathre and ask them to copy it in leather.
