Can someone expand on this?

Yeah, I cant say all but some of them are.

We know a family whose son remembers his past life. He was a shaheed from 84. That boy is in chardikala and remembers almost everything.

It is probably true. Many Shaheed Singhs take birth to again serve the Panth at a crucial time. Before Shaheed Satwant Singh Jee was going to be hanged, he said that he wishes to again take birth so he can again become Shaheed for the Panth.
