Why is amritvela at 3am, I have specifically been told

its not exactly at 3 am . it simply starts at 3 am but continues until 6 am when first 'pahar' of day starts.

amritvela is last pahar (3-hour segment) of night

Amritvela is 3 Hours (1 Pehar) before Sunrise.

Amritvela changes based on the seasons.

There are 8 Pehars in a Day (Ath Pehar). 24 Hours/8 Pehars = 3 Hours. So 1 Pehar = 3 Hours.
