Dates have not been fixed because the Khalsa has always used Diwali (the Hindu festival day) as a day for the Sarbat Khalsa to come together at Sri Amrtisar in Jorr Mela. So, intentionally we want it to coincide with the Indian holiday/ Hindu festival.

P.s. the Sarbat Khalsa tradition of gathering was pretty much lost after Raja Ranjit Singh intervened and interferred.

Holla Mohalla is also not fixed because it is intended to coincide with Hindu festival of Holi.

Guru Sahib got the public holiday/festivals and used them as oppurtunities for Sikhs to gather at Jorr Melas and discuss Gurmat and Panthic issues.

Thats the only info i have, perhaps someone else has more.
