no, its not raag, but a part of it, just like the alaap, taan, etc. tabla bols are often included. for example, a very famous goes like this

dhagarh di dhrum dhig tang, dhagarh di dim dirna

bagarhdi briktai bang, tagarhdi tum tum tum dirna

dagarhdi dai dai tal, ghagarhdi ghum ghirna

dhagarhdi dum dum dim, bagardhi brikat birna

tadar dani dani tum dani talal tum dirna

as you can see, they are also often marked by alliteration amongst other common aspects of poetry

Tarana is a musical composure which is done with a stuck instrument such as a dhol or tabla

not neccesarily. the words used are often taken from percussion, but its played in raag. You can't do that with percussion
